IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

 

·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS – PROJECT B : It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

UPDATE 10/12/21 - The request for the WAN did not have all of the service addresses listed. We are cancelling the request for the WAN on this IFCB (which means don’t bid the WAN as a response to this IFCB). WAN bids submitted on this IFCB will be disqualified.

Is the University City School District open to selecting bids utilizing Special Construction funds?

Yes we are

Is the University City School District looking for Flynn Park Elementary at 7220 Waterman Ave St. Louis, MO to be included in bids for Leased Lit Fiber? This is the only district site not included in the 470.

Yes, we are. There are some locations that were not listed on this IFCB. We are going to cancel the request for the WAN bids on this IFCB and issue a new 470/IFCB for all of the correct service locations. Sorry for any confusion. 

The customer currently has a WAN network as well. I only see the fiber internet on the 470. Are they wanting pricing on the WAN too?

Good morning, Would it be possible to get a current map and logical for the District?

Answer:

We do not have a map of the WAN

Can you provide further information about your caching requirement? In particular, how much throughput will the devices need to handle? As you have listed a preferred manufacturer that does not provide web caching solutions, only the hardware on which to deploy caches, are you already using specific caching software within the district? Can you state what software is in use. This information is required to accurately determining server specification and therefore the cost allocation for a general purpose server which may provide excess capacity that is not strictly required for the caching service. A dedicated appliance, in which hardware is matched to the caching requirement, typically offers much better value. Is there a specific reason that you have identified Dell as preferred manufacturer?

Answer:

We currently utilize Dell N2048Ps as our caching server. In general, these are able to handle 1GB of throughput, which would like to mimic in a new environment. We have a preferred vendor because that is what we are familiar with. You are free to bid out a different manufacturer for servers, and we will take that into consideration as part of your bid.

If city rights-of-way ("ROW") is utilized, is there an agreement required and are there fees involved with the ROW?

Answer:

We believe that an agreement and fees would apply to any new fiber and it will be the responsibility of the bidder to identify and incorporate those fees into your bid. .

Will optics be required along with the switches? If so, do the optics to be 10G SFP+ or 1G SFP, and will they be Single Mode or Multi-Mode? Also if required, what quantity? Will any of the switches need to be stacked? If so, how many? What caching software will be used on the servers? Does the caching software run as the base OS, or will a Windows Server OS be required? If required, will Server licensing be needed? What are the storage requirements for the caching servers? How much space is required, and what speed do the drives need to be? What network connectivity will be needed on the servers? 1G RJ45, 10G RJ45, or 10G SFP+?

Please list the pricing options for both 1 Gig sfp as well as 10 gig sfp+ as a separate line item. Please make a recommendation in your proposal for Single or multimode based on the distances required.
