IFCB Requirements :

Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

 There is another document associated with this IFCB that is available for download, “Callisburg C2 List,” please download for further details.  Please also separately identify any installation, activation, or initial configuration costs associate with any part of the project.  We would also like for you to submit your bids in your normal format – a word/excel/PDF as you normally would.  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.  Once available, the templates will be due in a 14 day time period.
·         Elementary School - MDF needs to be relocated (192 drops/cabling).  Enterprise chassis switch (192 ports) in MDF and both IDFs.  3000va UPS w/network mgmt. in MDF and 1500va UPS w/network mgmt.. in both IDFs. 
·         Middle School: Replace two switches each in 2 IDFs (240 ports x 2); Aps and cabling will replace entire MS campus wireless.  1500va UPS w/network mgmt. in each IDF. Replace UPS’s for two additional IDFs
·         High School: Enterprise chassis switch (480 ports) would replace four switches in the MDF; replace two switches in IDF (384 ports). Firewall in MDF. Wireless controller, APs and cabling will replace entire HS campus wireless.  Symmetra in MDF and 2-1500va UPS w/network mgmt. In IDF’s.

The original request requires (up to) five, one-year terms. Is it possible for the District to sign a three-year term with renewal options?

 Yes

Both the Middle/High School and Transportation Building have the address 308 Dozier Street. Are there two separate demarcs at this address?

Answer:
 Only one demarc

I see that you are an HP shop, will you entertain Brocade switches? Also, I do not see any services/installation on the RFP of the switches, will you be doing this yourself or did I overlook that piece? Thanks so much!

Answer:
 E-rate rules require that we accept bids for functionally equivalent equipment. We are an HP network and prefer HP. Installation required.

1) Are there additional specifications that can be provided regarding the HP Enterprise Chassis for the elementary school? 2) For the middle and high schools, if the data switches are only for 25 and 35 wireless access points, why are there Enterprise Chassis spec'd as opposed to HP 48 port Gigabyte switches?

Answer:
 Core switch needs to be enterprise chassis.  Edge switches can be gig.

 

Can you please clarify what you are looking for with 40 analog lines, 150 DIDs, 63 Long Distance lines. Are new phones being requested, new PBX? In addition to a single PRI, what is needed? What is your existing PBX make and model? Thank you!

Answer:
 We are not looking for any new equipment or additional phone services.  We are simply looking for proposals to provide one PRI line, about 40 analog lines, and the other services listed, nothing else. 

Is one of the addresses listed the hub? I'm not sure what the correct design of the network should be based on the 4 addresses you listed.

Answer:
 MS/HS location is the core (hub) and the remaining locations are end points.

Is the walk through a mandatory requirement if we are simply bidding on the Internet Access request?

Answer:
 No, just the C2 project requires the mandatory site visit.

1. Should the design be hub and spoke (to the MS/HS)? Or mesh? 2. We would like to confirm that the school is requesting two WAN connections to the same demark/building (308 Dozier street)? 3. Will the school network require "jumbo frames"?

Answer:
 The design should be hub and spoke (star) topology.  One demarc servicing MIS and a second demarc servicing WAN.  No requirement for jumbo frames.

Can you clarify the number of drops at each IDF? You have 192 Drops listed at the MDF but not the number at each IDF.

Answer:
 If you are talking about the IDFs at the elementary school it’s 192 ports.

Are there any diagrams that show location and quantity of drops in rooms ?

Answer:
 Floorplans have been posted as attachments, but we do not have diagrams with the drops listed.


Will an addendum be coming out for he 60 extra cable for extra 60 cable for access points?

Answer:
 No, the quantities listed on the spreadsheet are correct.
