IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

  

·        DISQUALIFICATION FACTOR: Vendors must use the Year 18 Required IC Template when submitting a bid. Vendors that submit bids that do not use this template will have their bids disqualified. See IFCB for details.

 

·        DISQUALIFICATION FACTOR: VENDORS ARE REQUIRED TO BID THE ENTIRE HARDWARE PROJECT. BIDS FOR INDIVIDUAL COMPONENTS OF THE PROJECT WILL BE DISQUALIFIED.

 

·        DISQUALIFICATION FACTOR: VENDORS WISHING TO SUBMIT BIDS FOR PROJECT A MUST ATTEND A MANDATORY SITE VISIT DURING THE DATES LISTED BELOW. BIDS RECEIVED FROM VENDORS WHO DID NOT ATTEND A MEETING WILL BE DISQUALIFIED.


Services and Equipment Requested :

The Foyil School District will need a network infrastructure upgrade project which will include wireless access points, wireless controllers, switches, cabling, router, caching server, a firewall and UPS devices.

Seven buildings will be affected by the changes and one building is new construction. Approximately 15 48-port switches will be needed: 1 for the new Ag building, 3 in the AL and Home-Ec Building, 3 for our T-building, 2 for the HS building, 3 in the Upper Elementary Building and 1 each for three other elementary buildings. Approximately 130 Cat 6 drops and internal cabling as required for these changes, as well as UPS for each building. If existing racks cannot be used, we will also need racks.

30 wireless access points throughout the campus including a wireless controller adequate for the campus.

1 caching server and a basic firewall.

DISQUALIFICATION FACTOR: Vendors wishing to submit a bid for this project must attend one of two mandatory site visit dates. The first one will be Monday, February 23, 2015 and the second one will be Friday, February 27, 2015. Both will be from 8:00am – 10:00am. Please RSVP PWebb@foyil.k12.ok.us date at time you will be planning to attend. This email is to RSVP only, all bids and questions must be submitted via the IFCB.

DISQUALIFICATION FACTOR: Because USAC now requires data-entry of every line item on a contract, vendors bidding on the Category Two Internal Connections request are REQUIRED to submit bids using the “Year 18 Required IC Template.” Vendors that submit bids that do not use this template will have their bids disqualified. Please be aware that this a new requirement of CRW Consulting. Please see the ATTACHED instructions document for more detail.

Can you tell me what wireless solution the district is using currently? Is this project adding additional APs to an existing wireless network? Thank you,

Answer:
 Our plan for the wireless is to completely replace what we have.  So all APs will be replaced.
