IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         DISQUALIFICATION FACTOR: Vendors must use the Year 18 Required IC Template when submitting A bid. Vendors that submit bids that do not use this template will have their bids disqualified. See IFCB for details.

Is the District seeking a turnkey, managed wireless solution (where the service provider would configure, install, maintain, and support the wireless service on an ongoing basis), or simply seeking to purchase the wireless hardware and software and the District will configure, install, support, and maintain internally?

Answer:
 We're seeking the purchase, installation and configuration of the equipment. No managment at this point. 

Does the school prefer a certain brand of wireless (HP, Meraki, Aerohive, Extreme, Xirrus etc etc) and will there be a mandatory walk through or can we schedule a walk through? Thanks!

Answer:
 Extreme is preferred, we are looking into setting up a site visit the first week we are back and will post an update with a site visit date as soon as we have one available. 

Will floor plans for the facilities be made available before the walk through since the question deadline will be the same week as the proposed walk through?

Answer:
 They have been added as an attachment to this IFCB

Can we schedule an on-site demo or a demo kit set up at a location so you can use it for a couple of weeks and get an actual determination of how it performs in a real world environment?

Answer:
 At this point we’re going to decline to allow demonstrations of the products.


How many years of software support should we quote, 1,3, or 5 years for the wireless solution? Are the requested access points needing to be two-stream or three-stream devices? What is the reasoning behind the request to license the wireless controller for 250 endpoints, when the requested amount of endpoints is 48 or 135? Do we still license a controller for 250 if the proposed equivalent solution can be licensed at 50 or 150 for endpoints provided? Thank you for your time!

Answer:
 We would like to see both one and three year pricing options. The reason for the 250 client licenses is for the end-users connecting to the wireless.  The wireless controllers require a license for the end points and licenses for the wireless clients (end-users).  The client licenses are usually concurrent licenses.  Even though these are concurrent there is always a chance that we can run out of client licenses, if we do not purchase enough of them.
