IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

Long distance service – Approx. 226 lines.

Does the hardware need to be installed or just shipped?

Answer:
 Just shipped

On the bid it says "On the second worksheet of the download are the wireless access points and controller information the school would like to replace." Are they replacing all the 128 existing AP's and the controller, or are they upgrading their controller and adding 50 Aruba AP's? Also do they want to replace every switch on the List with a new equivalent (with 10GB uplink)? That's how I read it. Please advise.

Answer:
 Wireless infrastructure is in addition.  We will retain the Aruba 3600, and the 128 AP105s.  We will need the additional controller and access points.  

If I am a potential bidder for this IFCB but only plan to bid on the Category 2 products for this bid.........will I be eliminated as I only want to bid on the Category 2 products or do I have to bid the services portion too?

Answer:
 You can bid just the C2.

If I am only bidding on the Category 2 products of this bid do I need to have a SPIN number?

Answer:
 Yes

Where can I find the information regarding how much of each product each individual school needs.

Answer:
 All equipment is delineated with a building code identifier, see the attachments: 

BOE - Board of Education
OMS - Ottawa Middle School
OHS - Ottawa High School
LCN - Lincoln Elementary School
EFE - Eugene Field Elementary
GAR - Garfield Elementary
OLC - Ottawa Learning Center

 Aruba wireless controller will be placed at OMS, and the AP's will be at OMS

Column C of the Cat 2 Projects spreadsheet identifies some switches as having Fiber SFPs. Which of these are Single Mode, and which are Multi-mode?

Answer:
 We are all multimode fiber

The list of devices in Column B of the CAT 2 Projects spreadsheet includes a lot of various combinations of switches. The description on the IFCB says “Applicant needs to replace existing switches (list available for download) for all locations with standardized switches, 48 port 10/100/1000 with a 10 Gb uplink capability and PoE+.” Are you asking us to quote a 48 port PoE+ switch for each line listed in the spreadsheet, including the 24 port and 12 port one line items, and the existing switches that aren’t POE?

Answer:
 Yes, we are standardizing our switch.  We have many places where we are running out of connectivity, and need the larger switches.

If we are to quote 48 Port PoE+ switches for each line item, if a building has Qty 2 of the 24 Port switches, can we quote a single 48Port, or are we to quote Qty 2 – 48 ports switches?

Answer:
 We will need the same number of switches moving forward.  These are on different levels or in different closets for the most part.

Are any of these switches arranged in a “stack” or should they be quoted as individual units?

Answer:
 No stacking.

In an earlier question someone asked if all switches should be replaced with a 10GB uplink or do some of them just need to be 1GB? If so.....which ones are 10GB and which are 1GB?

Answer:
 All switches should be 10Gb capable as outlined in the IFCB.  The capability has to be there.  We are not requiring 10Gb SFP's at this point.

It is mentioned in the bid documents information that, "E-Rate rules require Category Two budgets to be calculated by each individual school. IN order to accurately track those budgets, please break up your bid by each school". The List of Wireless products is there (1 Aruba 7210 controller - or equal and 50 Aruba AP105 Access Points or equal) How many go in each property so that we can break up each property as we do the switch submittal?

Answer:
 All go in OMS.  Controller and AP's.
