IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
                        
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
                         
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         VENDORS WHO WISH TO BID ON THE CATEGORY TWO PROJECT MUST ATTEND ONE OF TWO SITE MEETINGS. THESE MANDATORY MEETINGS WILL BE AT 935 SCOGIN AVENUE, MONTICELLO, AR 71655. THE FIRST VISIT IS FRIDAY, NOVEMBER 14, 2014, FROM 9AM TO NOON; THE SECOND VISIT IS FRIDAY, NOVEMBER 21, 2014, FROM 9AM TO NOON.

Existing APS will need to be relocated as part of the project to maximize current hardware. Cinder Block walls and some studded walls in various locations. Maps are available for download.

Is a wireless heat map required? 

  -All bidders will need to provide a heat map for their wireless solution

 What type of ceiling is in buildings?

  -Drop ceiling tiles

 Areas that do not need switches for wireless:

  -HS Band, HS Gym, HS Cafeteria

 Wireless Technology:

  -Most up to date wireless technology available that allows for previous wireless technology to still work.

 Warranty:

  -M-F 9-5 NBD

 Firestops

  -No firestops required as long as cabling can be ran either by using existing conduit or over existing walls.

 Cables:

  -All cables need to be hung so they are not on suspended ceilings/walls and on any obstacles when completed.

 Cable:

  -Cat6

 -Fire Evacuation maps with measurements and MDFs/IDFs labeled.

 -POE Switches/modules will be need to be placed as needed to allow for additional data ports for APs

 -If no switch module space is available, then a switch will need to be placed.  Do not use existing district switchports(only addition of a module will be allowed).

 -All distance requirements for data cabling will need to be verified by installers.

 -Switch Configurations and installation will need to be included for this project.

Questions Received with Applicant Answers   ( Ask Questions? )




Does our bid have to include cabling, racks, etc. or are we permitted to bid only the equipment/services we provide. For example, can we just submit a bid for network switches and access points?

Answer:
 Bids should include all cabling, installation, racks, switches, patch panels, access points, services, and any other items that are needed implement the wireless project we have submitted. 

Are there any building schematics/diamgrams that you can give so we can review them before the walk through?

Answer:
 Fire evacuation maps will be handed out as a reference for device locations when we do the walkthrough at each campus

Are you interested in SIP Trunk service, that can be delivered either in SIP or as plain telephone lines?

Answer:
We have analog phone lines currently and would like to keep the phones this way for this Erate period. 

Can you tell me how many cable drops you would require? An estimate would be ok at this time would be ok.

Answer:
 Cable drops are dependent upon number of access points needed to cover all areas - we are allowing vendors to bid their own solutions. Heat maps should be done per bidder and will give each bidder the number of drops they will need to supply.  

Is there still going to be a walkthrough for the wireless project on the 21st?

Answer:
 Yes the second walkthrough will be on the 21st of November from 9-12

Have you had a survey done already to determine the number and placement of the access points? What is the estimated number of APs the district is looking at for this project?

Answer:
 No we do not know number of wireless as each vendor will be quoting their devices and each device will not be identical. City Park map is attached to this IFCB. We are wanting each vendor to quote their product and we not be involved with total number of devices as we aren't sure what type of coverage the access points will provide.  Does this help?

 I do need the wall type to be put on site as being cinder block. And some studed walls in various locations. 

David Billingsly had a list of questions generated in the first walk through that he was going to get answers for and post here. Is he still planning to do that?

Answer:
 That information has been posted as an update to this IFCB.

Can the current AP's be moved to different schools? What brand/models are the current AP's?

Answer:
 Yes, APs that are Meraki, and that are already in the district can be placed at a different school, preferable the High School first. The Meraki models we currently have are 1 - MR12, 6 - MR34, and 40 - MR16.  Everything else that is in district is not meraki needs to be replaced with model of winning bidders brand.  No Meraki will be replaced.  All other replaced APs need to be given back to the district. 

 

What length of Subscription Service do you want quoted for the new equipment? i.e. One year, 3 year? Do you want our proposal to include subscription service for your existing Meraki WAP's? If yes,we will need to know the end date of your current subscription service for your existing AP's and an inventory of your existing AP's, model # and Quantity.

 List subscription options for 1, 3 and 5 years on the bids.  Do not include subscription service for existing Meraki WAPs.
