IFCB Requirements :

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for data plans and text messaging from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data and text messaging functions.

Answer:
 Regarding the Aruba 205 request, will these units be managed or configured as standalone APs? Is this an expansion of an existing Aruba system?  Any proposed APs will need to have the ability to be cloud managed.  We currently have a locally hosted Aruba controller.  The requested model will allow for managing via the controller, or the cloud.

Hello, I have 3 questions. 1) Are these instant access points (IAP) or Controller based? 2) How long should the support be? Usually in 1/2/5 year gaps. 3) Am I allowed to upload more than 1 bids if I choose to submit different platforms?

Answer:
 1) Are these instant access points (IAP) or Controller based? The requested model will work with either.  Any equivalent offering will need to have the ability to be cloud managed.

2) How long should the support be? Usually in 1/2/5 year gaps. Please submit with 5 years support.

3) Am I allowed to upload more than 1 bids if I choose to submit different platforms?  Multiple bids are allowed - hit your refresh button to upload more than one bid. We would prefer that you combine all of your bids into one document, but if you need to upload more than one document hit your refresh button.

Are the requested 150 access points 1 per classroom and part of a 1:1 or BYOD initiative? Will you accept equivalent equipment that does not require 1 AP per classroom to deliver the same connectivity?

Answer:

Answer:

If not, do we need to include cabling and POE switch gear in our proposal?  We're looking for a "box sale" only for this project.  Local staff will install and our infrastructure will be used for connecting the access points.

Will the district provide floor plans for the intended coverage area so we can provide "heat maps" with our equivalent solution?

Answer:
 The district does not intend to provide floor plans.

Wlll the AP's be run off a POE switch or will you require AC adapters for the AP's?

Answer:
 They will run off of our already in place PoE switches.

Will the AP's be managed in the cloud or through the instant GUI interface?

Answer:
 Will the AP\'s be managed in the cloud or through the instant GUI interface?  Cloud management, and any equivalent offerings will need to be cloud managed.

Would you be able to tell me what number of the lines are for the buses, and what number are for maintenance and staff?

Answer:
 I don’t know why the pricing would be different for a cell phone for a bus driver or maintenance personnel, but none are for the buses.  

How many students per classroom and how many devices per student are anticipated?

Answer:
 Question: How many students per classroom and how many devices per student are anticipated? Class sizes vary, but typically max out at 25.  Device counts vary by building, with 1-to-1 being the max (each student having a district device).  Because of our saturation, consumer and "pro-sumer" type products will most likely not support the throughput needed.
