Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for data plans and text messaging from their funding request. Internet Access – Minimum 60Mb bandwidth; applicant is considering upgrading up to 1GB and will consider additional bandwidths. Applicant is requesting bids/contracts for a scalable, multi-year contract in bandwidth increments of roughly 100Mb (60Mb, 100Mb, 200Mb, 300Mb…1GB bandwidths.) The terminating address for this circuit is 908 North 5th Street, Huntington, TX 75949.

What I meant was what is your E-Rate percentage that the FCC gave you. Since voice will be discounted 20% less next year, I want to know the percentage before that 20% less is taken out. Sorry I was unclear.

For the Local Phone Service ( approx. 51 lines ) is that for interface to a single phone system that already serves all four campuses, or are these 51 separate PSTN phone lines delivered to 51 different PSTN handsets scattered throughout the four campuses, or would this involve delivery of some number of lines to a phone switch in each of the four campuses that adds up to approx. 51 lines?

Answer:
 These are 51 analog lines that will be turned off if a VOIP solution is chosen. 

The only exception to this will be for faxlines/Alarm system lines if that cannot be handled thru the VOIP system. (approx 5 lines)

1. How many analog lines are needed for (fax, modem, etc.?) 2. Will the point of service be one of the school buildings ( the same campus to which Internet bandwidth is delivered ? ) or will the vendor be expected to make a delivery of services to each of the four campuses? 3. If the existing WAN between the four campuses and the LAN on each campus will be the means of connectivity to the handsets, will that network have QoS or CoS such that voice packets can be given priority over all other packets? 4. If the existing WAN between the four campuses will NOT be used to carry the VoIP traffic, will the LAN on each campus will be the means of connectivity to the handsets, and will the LAN have QoS or CoS such that voice packets can be given priority over all other packets. 5. How many individual phone lines (or SIP lines, or simultaneous SIP sessions) are desired? 6.
