IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

·        Contracts must not prohibit SPIN changes.

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

·        Maintenance bids listing only an hourly rate will be disqualified.  Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed; and b) propose a number of hours at a particular monthly rate to properly maintain the entire list of equipment.  Bids that only contain hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total, will be disqualified.

UPDATE 1/30/2014: The 4500 router for Lincoln Elementary was listed previously with the wrong module. The spreadsheet has been corrected for Lincoln Elementary and now displays the correct request (which is Qty 1, Cisco Catalyst WS-C4500X-32SFP+ with Cisco C4KX-PWR-750AC-R and R/2).

INTERNAL CONNECTIONS/NETWORK UPGRADE:  There is another document associated with this IFCB available for download that details the equipment the applicant wishes to purchase.  The district has specified the preferred manufacturer for equipment items listed below. In accordance with E-rate rules, the district will accept bids for functionally equivalent equipment. However, the district may choose to award more points to those vendors that bid the requested make and models in the hardware list.

BASIC MAINTENANCE OF INTERNAL CONNECTIONS:  See the attached spreadsheet – the district is requesting “Smartnet” type maintenance services (or a functionally equivalent maintenance package) for the specified equipment.  MAINTENANCE BIDS LISTING ONLY AN HOURLY RATE AND NOT A MONTHLY OR ANNUAL TOTAL WILL BE DISQUALIFIED.  VENDORS QUOTING AN HOURLY RATE ARE REQUIRED TO ALSO A) CONFIRM THAT YOU HAVE THE ABILITY/EXPERTISE TO MAINTAIN ALL OF THE EQUIPMENT LISTED AND B) PROPOSE A NUMBER OF HOURS AT A PARTICULAR RATE MONTHLY TO PROPERLY MAINTAIN THE ENTIRE LIST OF EQUIPMENT.  BIDS THAT CONTAIN ONLY HOURLY RATES, WITHOUT CONFIRMATION THAT THE COMPANY CAN SERVICE THE LIST OF EQUIPMENT, OR WITHOUT A MONTHLY TOTAL, WILL BE DISQUALIFIED.

Should the quote for BMIC be limited to the items found in the spreadsheet titled ArdmoreP2? Is there an additional spreadsheet for existing eligible items for BMIC?

Answer:
 The district is only intending to apply for Smartnet-type maintenance on the new equipment listed on the spreadsheet. Thank you for your interest.

Would the District give consideration to switches equivalent or better than Cisco switches?

Answer:
 E-rate rules require applicants to accept bids on functionally equivalent equipment. However, the district may choose to award more points to those vendors that bid the make and models the district has requested.

Q. We don't sell or install equipment but rather specialize in providing maintenance service. As such, is it acceptable to provide a bid on maintenance service only? Q. Since our interest is on maintenance only, we didn't attend the required onsite meeting. As such, are we disqualified?

Answer:
 On-site meetings are required for vendors submitting P2 bids. If you do not attend one of the four meetings (there is one tomorrow) your P2 bid will be disqualified, even if it is just for BMIC.

I was present for the site walks as requested and signed the sign in sheet, Can I submit a bid with our partnering company as one bid? Example, Company (A) was present, submits bid under Company (B) name. Company (B) was not present, Company (A) represented both (A and B)

Answer:
 Only the companies that attended the site visit will be allowed to bid. Bids from companies that were not in attendance will be disqualified

Does Ardmore want us to quote install costs (including cabling) for the Wireless Access Points?

Answer:
 Yes, please include the install costs, including the necessary cabling (Cat 6) to turn the devices up and have them properly functioning.

Aside for the necessary cabling for the hardware, are there other install services you want quoted?

Answer:
 Yes, installation of routers/switches/APs needed to include configuration/install/setup of VLAN and IP routing for site(s) traffic and working functionality.

Does the district have HW that they will be trading in to Cisco for this RFP? If so, how do we get a list of that HW? Thanks.

Answer:
 Not at this time, please submit your bids as if there will be no trade-in equipment.

Will you need stacking modules for the Catalyst 2960X-24PD-L switches?

Answer:
 No, we plan on a fiber cable from each switch to a core fiber switch.

Do you want the redundant power supply quoted for the wireless LAN controller?

Answer:
 Yes
