·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

·         Contracts must not prohibit SPIN changes.

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

·         WEB HOSTING VENDORS ARE REQUIRED TO FILL OUT THE ATTACHED COVER SHEET FOR WEB HOSTING BIDS. WEB HOSTING BIDS SUBMITTED WITHOUT THAT COVER PAGE WILL BE DISQUALIFED. VENDORS NOT SUBMITTING WEB HOSTING BIDS ARE NOT REQUIRED TO USE THE COVER PAGE.

Local phone service including 2 PRI circuits – Approx 100 DID lines and approx 21 analog/POTS lines.  The terminating address for both circuits:  9600 Eagle Drive, Mt. Belvieu, TX 77580; (281) 385 and (281) 576.

Long distance – Approx 121 lines; applicant currently uses approx 3,318 minutes per month

Cellular phone service including internet access/data plans – Approx 126 lines including 96 lines with internet access/data plans.

Wireless internet access for mobile hot spots – Approx 11 hot spots

Wireless internet access/data plans for tablet devices – Approx 5 tablet devices

Internet Access - The terminating address for both circuits is 9600 Eagle Drive, NPA/NXX: 281(576).  Applicant may choose to award more points to vendors for Project B who did not win Project A.

Project A – Minimum 60Mb bandwidth; applicant is specifically looking at 80Mb bandwidth, and up to 200Mb bandwidth.  Applicant would like bids for a scalable, multi-year contract with quotes at 80Mb, and then bandwidth increments of roughly 50Mb (100Mb, 150Mb, and 200Mb bandwidths).

Project B – Minimum 10Mb bandwidth; applicant is considering up to 100Mb bandwidth.  Applicant would like bids for a scalable, multi-year contract at 10Mb and then bandwidth increments of roughly 25Mb (25Mb, 50Mb, 75Mb, and 100Mb bandwidths).

Email service – Approx 600 staff accounts

Web Hosting – For 8 sites.  There is a Web Hosting Cover Page associated with this IFCB that is available for download.  WEB HOSTING BIDS SUBMITTED WITHOUT THE ATTACHED COVER PAGE WILL BE DISQUALIFIED.
