IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

 

·         WEB HOSTING VENDORS ARE REQUIRED TO FILL OUT THE ATTACHED COVER SHEET FOR WEB HOSTING BIDS. WEB HOSTING BIDS SUBMITTED WITHOUT THAT COVER PAGE WILL BE DISQUALIFED. VENDORS NOT SUBMITTING WEB HOSTING BIDS ARE NOT REQUIRED TO USE THE COVER PAGE.

Web Hosting - For 6 sites.  There is a Web Hosting Cover Page associated with this IFCB that is available for download.  WEB HOSTING BIDS SUBMITTED WITHOUT THE ATTACHED COVER PAGE WILL BE DISQUALIFIED.

Is the WAN requirement to only connect the High School to the Technical School?

Answer:
 That is the only WAN connection requested.

Of the 300 VoIP phones, how many are administrative phones vs. classroom or shared space phones (conf room, lobby, etc..)?

Answer:
 Not sure what you mean by "administrative phone." Right now we have 2 main phone answering in central Office, so they have executive type phones and the other extensions have a display phone. Approximately 60 administrative phones

Of the 300 phones, how many require voice mail?

Answer:
 Please provide bids with the option for voice mail on all phones. 

Is there currently a receptions/Attendant Console? If so, how many are required?

Answer:
 Yes.  14 Receptionist/Attendant Console

1. Is it necessary to interface with Overhead Paging? If so, please specify type of interface and quantity. 2. Do all phone locations currently have PoE available? 3. Should E911 be tracked to the building level? 4. Is there Auto Attendant requirements? If so, how many trees?

Answer:
 1.      Is it necessary to interface with Overhead Paging? If so, please specify type of interface and quantity. No overhead paging currently.  Paging through phones only.

2. Do all phone locations currently have PoE available? –Not all. There is one switch in each main wiring closet (and each secondary closet at HS) with PoE due to wireless AP requirements. Additional PoE switches or power injectors will be required.  Mandatory Site Visit will help is assessing this need. Please be sure to identify costs of these switches separately on your bid (they will not be E-rate eligible).

3. Should E911 be tracked to the building level? We will want to be able to tell where 911 call originated

4. Is there Auto Attendant requirements? If so, how many trees?  Although we want auto attendant capabilities, we only want it for night time. Humans answer the phone during the day.  1-3 trees.

There is overhead paging at the high school now. One of the questions says no overhead paging. Do you want to add that or take the overhead paging off the high school?

RFP states 70 VOIP users with a total of 300 VOIP users. What is the transition time period to implement all 300 users? As to your current data and voice system networks, can you provide the current equipment manufacturer - system, models/phones sets?

Answer:
 Transition time depends on when we are funded. If we're funded early, transition time should be from July - mid August. We currently have 70 phone lines and 300 handsets.  We would be looking at VOIP for approximately 300 users.  We currently have Nortel Key Systems and handsets. CLARIFICATION 12/9: 70 ACCESS LINES FOR 300 HANDSETS IS THE CURRENT CONFIGURATION. IF/WHEN WE MOVE TO VOIP WE WILL NEED TO HOOK UP 300 VOIP HANDSETS.

There are 6 services/equipment categories requested. Would the bid need to include all 6 services/equipment requested? I would like to provide a bid for one or more but not all of the services/equipment requested.

There are no requirements on this IFCB to bid all or part of the services requested. Bids for individual services listed will be accepted.

 Two site meetings have already been scheduled for vendors wanting to bid VoIP service or other vendors who need on-site access. See below for details.
