IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

·        Contracts must not prohibit SPIN changes.

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

·        WEB HOSTING VENDORS ARE REQUIRED TO FILL OUT THE ATTACHED COVER SHEET FOR WEB HOSTING BIDS. WEB HOSTING BIDS SUBMITTED WITHOUT THAT COVER PAGE WILL BE DISQUALIFED. VENDORS NOT SUBMITTING WEB HOSTING BIDS ARE NOT REQUIRED TO USE THE COVER PAGE.

Long distance service - Approx 4837 minutes used each month

Cellular phone service including data plans - Approx 12 lines - 11 lines share 6600 minutes per month, 1 line has unlimited minutes per month. All 12 lines have unlimited data plans.

Wireless internet access for mobile hot spot - Approx 2

Web Hosting:  There is a Web Hosting Cover Page associated with this IFCB that is available for download.  WEB HOSTING BIDS SUBMITTED WITHOUT THE ATTACHED COVER PAGE WILL BE DISQUALIFIED.

Web Hosting for 5 sites - District plus 4 schools.

DISQUALIFICATION FACTOR FOR HOSTED VOIP SERVICE OR HOSTED-TYPE DIAL TONE SERVICE - THERE IS A MANDATORY SITE VISIT EITHER 11/14/13 FROM 9:00AM TO NOON OR 11/21/13 FROM 9:00AM TO NOON. VENDORS WHO SUBMIT A BID FOR THIS SERVICE BUT DID NOT ATTEND ONE OF THESE SITE VISIT DATES WILL BE DISQUALIFIED.

The district currently has an old phone system and would like priority one bids that include E-rate eligible hosted services. The district is specifically requesting hosted VOIP service and other hosted-type dial tone services for 85 handsets. The district would like to be able to make roughly 20 simultaneous calls. The district will need a circuit/bandwidth for this service to connect outside the district - costs for these circuit/s and any installation fees should be clearly identified in the bid. All building area code and prefixs are (636)668. The district would like this system to be independent of their current data network. Fiber optic cable is available between all of the buildings to connect the required equipment.

Answer:
 WINFIELD HS, 3920 E. HWY 47, WINFIELD, MO 63389.

1. Do they have MoreNet? 2. Do the 85 handsets include classroom phones? 3. Are all 85 cabled with Cat5? 4. Are we to include PoE Switches? 5. Can we get the main number and billing address to verify portability? 6. Fiber is available but is it terminated on a device? If so what? If not what type of fiber/connectors?

Answer:

1. Yes, we use Morenet.
2. Of the 85 handsets approximately 10 are in classrooms.  The majority of classrooms do not have telephones.
3. The existing telephones are not cabled with Cat5.  Cat5 cabling will need to be installed for several of the new handsets.
4. Yes, PoE Switches can be included.
5. The main number for the school district is 636-668-8188.  Billing address is 701 Elm Street, Winfield, MO 63389
6. Fiber is terminated at each building to a main box.  A variety of different connector are used in each building for connections.  Some connectors are SC some ST.
 

Will the School Consider additional Meeting/Walk Thru dates?

Answer:
  

1.        What length of runtime does the UPS battery backup need to have?  The UPS battery backup should have a minimum runtime of 15 minutes.

2.       Can existing network cabling be used to connect the handsets to the wiring closets?  Existing cabling can be used to connect handsets to with wiring closets is only if unused cabling is available.  Because the quality of unused cable cannot be verified in all locations, bids should be made with new cable runs to all handset locations.  The only exception is to high school computer labs 302 and 402.

 

3.        Can you provide a CSR of your existing telephone system?  Please see the CSR provided by Centurylink - part of the attachments on this IFCB now.
