·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

Local phone service - Approx 18 lines

Long distance service - Applicant uses approx 220 minutes per month

Cellular phone service - Approx 2 lines including data plans

Wireless internet access/data plans - Approx 1 data card

WAN Connectivity - Fiber run from High School, 1498 Stadium Avenue, Decatur, AR to Northside Elementary, 9083 Mt Olive Road, Decatur, AR.  The distance between the two buldings is approximately 2.4 - 2.7 miles and crosses railroad tracks.  Minimum bandwidth for bids should be 40Mb.

Internet Access - Minimum DSL bandwidth; applicant is considering upgrading up to 60Mb bandwidth.  Service providers are encouraged to submit bids/contracts with scalable band width pricing.  The terminating address for this circuit is 9038 Mt Olive Road, Decatur, AR 72722; (479) 752.

Internet Access - Two connections at a minimum of 20Mb bandwidth each; applicant is considering upgrading each connection up to 40Mb bandwidths.  One circuit (currently at 20Mb) terminates at 1498 Stadium Avenue, Decatur, AR; (479) 752.  The other circuit (currently at 20Mb) terminates at 9083 Mt Olive Road, Decatur, AR; (479) 752. 

INTERNAL CONNECTIONS
Telephone system including any necessary switches, cabling or cards.  Applicant prefers Shortel equipment but will accept bids on functionally equivalent equipment.

Cabling project - Applicant wants to upgrade current mix of Cat5/Cat5e cables at the High School to Cat6; approx 225 Cat6 data drops will be needed.

Fiber runs - These are P2 requests only:
     1.  Exterior Gym wall to Server Room exterior wall - 378ft (118 meters) Straight line (would require the cable to be buried)
     2.  Server Room exterior wall to Middle School exterior wall - 400ft (122 meters) Straight lines (have building/roof area to place cable)
     3.  Admin exterior closet wall to Server Room exterior wall - 292ft (89 meters) around the building, actual distance may be shorter depending on where the cable is run (this is a maximum projected cable length.
     4.  Server Room exterior wall to Agri building exterior wall - 392ft (119 meters) Straight line (cable would have to be buried)
     5.  Agri to Server Room exterior wall via poles - 640ft (196 meters) via power/telephone poles on campus
     6.  Gym to Server Room exter wall via poles - 444ft (136 meters) via power/telephone poles on campus
