IFCB Requirements :

·       Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·       By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·       Contracts must not prohibit SPIN changes.

 

·       Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·       Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·       All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·       All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·       If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

Seven connections any delivery/technology type, the district will accept bids for cost-effective topologies that meet our connectivity goals. Leased dark fiber bidders should bid 32 fiber strand. Lit leased fiber bidders should bid 1 GB and 10 GB. Leased lit fiber bidders should include leased switches.

 

The Leased Wide Area Network Circuits must connect the following locations, with Childress High School - 800 Avenue J NW, Childress, TX 79201 serving as the primary network hub:

1.       Childress Junior High – 700 Commerce, Childress, TX 79201

2.       Childress Elementary – 300 Third St. SE, Childress, TX 79201

Can you clarify on your statement on the dark fiber requests of 32 strands? Do you want 32 strands at each site?

Answer:

To clarify, the reference to 32 fiber strands represents the total strand count required to support all 8 sites, assuming a design in which each site requires access to up to 4 strands (2 pairs). This strand count reflects the overall network capacity required and does not imply that 32 strands are necessary at each individual location.

Vendors may propose any technically sound architecture (e.g., loop, ring, or point-to-point), but the solution must provide functional access to the equivalent of up to 4 strands per site, resulting in a total network capacity of 32 strands.

Is there any available conduit?

Answer:

CISD does not guarantee the presence or condition of any existing conduit, and vendors should not plan to use any existing conduit. The District will not authorize the use of existing conduit due to the risk of damaging current utilities and pathways.

As outlined in the RFP under Construction Requirements, all proposals must include any required new construction, including building entry conduit, handholes, pathway, duct banks, and innerduct (see the Construction Requirements section of the RFP). The RFP also states that vendors must include all construction, make-ready, strengthening, splicing, and permitting costs in their proposals, and that no additional construction charges will be permitted after award.

The pricing sheet only has options for 1 & 10 Gbps, but they incumbent provider is offering 2 Gbps connections? Is the ISD considering 2 Gbps?

Yes, we are considering 2 Gbps. You can add that to your bid if you wish.
