·       Before the listed deadlines, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. If the system is down before the deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission. The applicant reserves the right to request and obtain bids outside of the website system if the bid deadline has passed and zero or one bid is received (the intent for this is to follow USAC guidance on obtaining cost-effective bids).

·      For all requested services and/or products listed on this IFCB: proposals that include generic/encyclopedic price lists will be considered non-responsive and will be disqualified. SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration.

·       Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·       Please include the correct Service Provider Identification Number (SPIN) on your bid.

·       By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·       Bidder is expected to provide the lowest corresponding price per E-rate rules.  See https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/lowest-corresponding-price/ for details.

·       Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

·       Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

·       All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

·       All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

·       If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

·       LEASED WIDE AREA NETWORK CIRCUITS DISQUALIFICATION FACTOR: Bids submitted for services to an incorrect address will be disqualified.

Questions Received with Applicant Answers   ( Ask Questions? )

Good day, is all the fiber indoor only ? How many strands for each run ? What is the preferred brand ? Does all the fiber runs have existing pathways ? How many feet should the fiber patch cables be ? The SFP transceivers are for the Cisco switches that are being requested in this RFP ? Thank you

Answer:

  1. Yes all of the Fiber is indoor. We have a couple of routes that go outside but back inside like through a breeze way to another building. But just one.
  2. We are wanting 12 strands of Single Mode fiber
  3. No particular brand specified.
  4. All of the Fiber runs will be replacing existing Multi Mode fiber.
  5. The patch cables can be Singe Mode 10 feet,
  6. The SFP's will connect the Single Mode fiber to the HPAruba 5406 Core Switch Looks like the count is 84 Aruba HP and 29 Meraki Switches

IC PROJECT G – WAP INSTALLATION This Project is for the installation only of the WAPs listed in Project F. Do not include hardware in Project G, this is for installation/configuration only. Question: Does the installation include the Cat-6 cabling that is required at each WAP?

Answer:

The WAPs project is replacing the current WAP's, We will not be running new cabling for the WAPs. We will be using existing cabling.

Category Two: INTERNAL CONNECTIONS IC PROJECT A – CABLING Installation needed for Project A. Upgrading from MM to SM fiber. Question: Does all fiber cabling include fiber panels/bulkheads for IDFs?

Answer:

I think new fiber patch panel would be best since the current patch panels are active and in use.

Question 1: On Category One is outside fiber installation. this would require possible aerial or boring. Can Contractors survey areas in Category One below? Category One: Leased Wide Area Network Circuits – two connections any delivery/technology type. Leased dark fiber bidders should bid 6 fiber strands. Lit leased fiber bidders should bid 10 GB. A resilient connection is requested. Bidders for Lit Leased Fiber or Leased Dark Fiber should bid both the East and West connections for the sites listed below. These connections will be from: 1. Location A: 4133 Warpath Ave, Santa Fe, TX 77510 to Location Z: 3246 Avenue G ½., Santa Fe, TX 77510. 2. Location A: 4133 Warpath Ave, Santa Fe, TX 77510 to Location Z: 3246 Avenue G ½., Santa Fe, TX 77510. Question 2: Can Contractor bid on Category 2 and not Category 1?

Answer:
We are not allowing site visits during the open competitive bidding process. Vendors are allowed to just bid Category Two and not Category One if that is wha they want to do.

One more follow up on Dark Fiber in Category One. What if Dark fiber cable is not useable?

Answer:

I don’t think I understand your question – can you explain more?

Firewall questions: 1. Do they have a Palo Alto model in mind? 2. Is this replacing an existing firewall, if so, what is existing model and OS version running? 3. If this is a replacement, how many security policies are configured (ACL and NAT)? 4. What feature set is required for firewall licensing? 5. What specifications do you need the firewall to support? If required, what quantity and lengths are needed? • For IC Project E - what type of external antennas are required for the requested MR76? • For IC Project G – what are the total amount of sites that the wireless APs will be installed at? Can the district provide a breakdown of the APs per site? • For IC Project G – there is mention of configuration in the description, but also mention of “INSTALLATION ONLY”. Can the district confirm if both installation and configuration of the wireless APs is required? • For IC Project G – will there be any locations that may require a lift? If so, will the district have one for use or will the vendor need to provide one? • For IC Project G – will this be a 1:1 replacement of existing wireless APs? Cabling Quesions. 1. Category Two - Project A - Cabling a. Do we know more about the type and quantity of fiber they want? b. Will the installation of any fibers require lifts? c. Will any require outdoor runs or armored cables? d. Must all work occur during standard business hours? 2. Category Two - Project B - SFP's a. What color/length SM LC patch cables are being requested? 1. Category Two - Project G - WAP Installation a. How many schools included in the provided AP install counts? b.
