·         Before the listed deadlines, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. ·        For all requested services and/or products listed on this IFCB: proposals that include generic/encyclopedic price lists will be considered non-responsive and will be disqualified. SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/lowest-corresponding-price/ for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

Can you confirm this is a Managed Internal Broadband Services (MIBS) lease and does not require on-site installation, cabling, or construction by the service provider?

Answer:

This is a request for bids for leased equipment (listed in the IFCB; we will accept bids for similar equipment) and would require on-site installation, setup, and construction (If needed). Most cabling is already in place.

Are the Meraki devices currently tied to an existing Meraki Dashboard organization?

Answer:

The current Meraki devices are tied to our current provider’s dashboard

What is the desired MIBS term length (1-year, 3-year, 5-year)? Is the district open to alternate term pricing if it results in a lower annual cost? Is this intended to replace the current lease at expiration, or overlap with an existing term? What level of management is expected under MIBS (monitoring, firmware updates, licensing only)? Is on-site break/fix support expected, or is this handled separately by the district? Are response times or SLAs required beyond standard vendor support? Are the listed models (ISR4331, MS130 switches, CW9164I APs) the exact models currently in use, or are they provided as functional equivalents? Are the listed models (ISR4331, MS130 switches, CW9164I APs) the exact models currently in use, or are they provided as functional equivalents? These are not the exact models currently in use.

Will the district’s internal staff or an existing contractor handle any physical work, if needed? Most physical work should be handled by the contractor. Internal staff could assist with minor issues. Vendors should provide installation of equipment (switches, access points, etc).

Please confirm the number of physical locations/campuses where equipment will be installed and provide the street address for each installation site. We have two main locations:Elementary School (PK-6) at 54 Medical Springs Rd, Galena, MO 65656 and High School (7-12) at 30925 MO-413, Galena, MO 65656. Our elementary location, also, has a small building next to it that is our central office location. The two locations are approximately seven miles apart.

 

For each location, please confirm: Number of MDFs and IDFs Approximate square footage or size of each space (if available) The elementary location has a main MDF in a small room off of our library, an IDF in a daycare classroom, and an IDF in another classroom. Cable is buried underground that runs to an IDF in the building used for our central office. The high school location has a main MDF in a space off of our library, an IDF in a classroom, and a IDF in another building that is connected with underground cable that is a few feet away from the main building. I'm not sure of the square footage.The classroom locations have a network cabinet installed.

 

Please confirm the mounting type and ceiling height for wireless access point installations and whether lifts or special access equipment (e.g., scissor lifts) will be required. Most access points in classrooms are ceiling mounted to dropped ceilings. Our elementary gym and high school gym have higher mounts on a wall and roof beam. I believe we would have a lift available for the gym locations. We,also, have outdoor mounts that may require a lift

 

Are there any work-hour restrictions (school hours vs. after-hours, weekends, blackout dates) that installers must observe? We are a four day a week school, so most Mondays no one is on campus. We have a summer school session that runs from the end of May till the first or second week of June. The normal school year begins around the middle of August, but office staff return August 1. July would be the best month for installation, but we would have to work with maintenance staff.

 

Please confirm whether the District requires the vendor to perform removal, decommissioning, or disposal of any existing network equipment as part of this project. Would possibly need help with removal, but not decommissioning or disposal. 

 

Please confirm whether union or prevailing wage labor requirements apply to this project. Please confirm if the District has any site access, background check, or badging requirements for on-site personnel. No union or prevailing wage requirements or background checks that I'm aware of. Sometimes we provide badges, but it depends if school is in session.
