IFCB Requirements :

·         Before the listed deadlines, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission. ·        For all requested services and/or products listed on this IFCB: proposals that include generic/encyclopedic price lists will be considered non-responsive and will be disqualified. SPAM and/or robotic responses will not be considered valid bid responses and will be disqualified from consideration.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

 

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: The applicant will not accept bids from manufacturers of equipment deemed a national security threat by the Federal Communications Commission. The list of prohibited equipment is available here: https://www.fcc.gov/supplychain/coveredlist . Vendors that submit bids that includes these manufacturers will have their bid disqualified.

Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

It is possible to have another site visit? The 470/RFP came out on Friday, Dec. 5 and the site visit in the RFP was Monday, Dec. 8. Did not give us enough time to reroute staff. There is fiber cabling involved. That is something that needs to be looked at.

We can offer one more on December 16th. Vendors should meet with Nathan Binam at 10am on the 16th at 900 Highway 113 South, Indianola, OK 74442.

Attended site visit on Wednesday, December 13. Some questions still new answers. --Found 5 network rack locations, please provide location of the 6th one. Fiber --How many runs? --Is there a map showing runs? --Are the fiber runs indoor or outdoor? --Is any of the requested fiber replacing existing copper and/or fiber cabling? --Are any of the fiber runs utilizing existing buried duct/conduit? --Is so, what is the condition of the buried duct/conduit? --Can it be utilized for the new fiber? --What are the fiber cable lengths for each of the requested 6 fiber runs? --Are the requested 6 fiber runs to be home runs back to the MDF in the library? --What is the desired rack to rack connection – homeruns or daisy chain? --If daisy chain, which network closets/racks are daisy chained together? --Why 22 OM3 fiber patch cables? That’s a lot. If there are 6 runs, that would be 12 patch cables which matches up to the requested 12 10G fiber modules. Cabling: --Are the 200x 1’ Cat6 thin patch cables to clean up existing cabling between patch panels and switches? --What color is needed? Switches: --Does district have Ubiquiti switches and the requested 2 are adding to those? Wireless Access Points: --Are the requested 40 APs replacing existing APs? --If any are for new locations, there is NO Cat6 cabling runs on RFP. --Is as scissor lift needed to install any APs? --Is there a map showing where the APs will be installed? Network Racks

 

- 6th Location: The locations are Library MDF, Front Office IDF, Admin IDF, Gym IDF, Ag IDF, Cafeteria IDF, and Ag Shop IDF.

 

Fiber

 

- How many runs? 6 runs.

- Is there a map showing runs? No, but we can identify locations as requested.

- Are the fiber runs indoor or outdoor? Both.

- Is any fiber replacing existing cabling? Yes, we are replacing existing OM1 fiber with OM3.

- Are any fiber runs utilizing existing buried duct/conduit? Yes.

- Condition of buried duct/conduit: This is unknown until the runs are made.

- Can it be utilized for new fiber? We anticipate so.

- Fiber cable lengths for each of the 6 runs: 300–500 ft.

- Are the 6 runs home runs to the MDF in the library? Yes.

- Desired rack-to-rack connection: Home runs.

- Daisy chain details: N/A.

- Why 22 OM3 fiber patch cables? These are for switch-to-switch connections for both new and current infrastructure.
