IFCB Requirements :

·         Before the listed deadlines, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. ·        For all requested services and/or products listed on this IFCB: proposals that include generic/encyclopedic price lists will be considered non-responsive and will be disqualified.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

 

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

 

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: The applicant will not accept bids from manufacturers of equipment deemed a national security threat by the Federal Communications Commission. The list of prohibited equipment is available here: https://www.fcc.gov/supplychain/coveredlist. Vendors that submit bids that include these manufacturers will have their bids disqualified.

VOLUNTARY SITE VISITS

Vendors wishing to submit bids for Category Two Projects may attend one of two voluntary site visits. The site visits will be held on 12/4/23 at 3:30 pm and 12/11/23 at 9am.   Vendors will meet at 2800 N Bryan, Shawnee, OK 74804.  Vendors must sign in through the front office, MacArthur Street entrance.

INTERNAL CONNECTIONS

The district is replacing aging Engenius wireless access points and switches. The project is to place a wireless access point in each classroom (we currently have Engenius Aps in each classroom), the library, the band room, commons areas, and both gyms for a total of 50 wireless access points. The district is completing construction on a new athletic facility and will need a switch installed in the facility as well as access points in the new classrooms. The facility is attached to the main building. All cabling for the athletic facility will need to be included to install the switch and wireless access points. Currently, there is no cabling to the facility. All other access points and switches have cabling.  The district needs installation and configuration of all wireless access points and related switches as well as monitoring hardware/software to maintain the WAPs.

BASIC MAINTENANCE OF INTERNAL CONNECTIONS

Currently the district has Engenius wireless access points installed in each classroom area. They are using Ecgenius POE switches to control the APs. The current system is 10 years old. The project is to replace the Engenius system with Aruba APs and switches. They also need software/hardware to control and maintain the APs. Their goal is to place a wireless access point in each classroom area and install access points in the new athletic facility for a total of 55 Aruba wireless access points. They will also need a new rack and switch installed in the athletic facility. They are completing construction on a new athletic facility and are expecting completion early summer 2024. The facility is attached to the main building. They are needing maintenance and support to be included. They have an IT staff of one and he is also the principal, special education director, transportation director, etc. 

The district is requesting a manufacturer’s support contract for the below items also listed under internal connections.

WIRELESS ACCESS POINTS: --Are there any high-density areas such as Gym, Café or Library that would require a more-robust wireless access point? --If high density is needed, how many locations? --Is a scissor lift needed to install any AP’s? SWITCHES: --How many switches are in each of the network closets – A, B, C, D and E? --Looks to be single-mode cabling running from each closet back to A, correct? --Do you need 1G or 10G single-mode fiber transceivers for the new switches? CAT6 CABLING: --Will all requested Cat6 cabling be for wireless access points? --What is the building construction – type of ceiling: Drop (ceiling tiles), Open, Solid? --Will a lift be needed for any cabling runs for the AP’s in new athletic facility? --There are 2 AP’s located in the bleacher sections. Are there wall behind the bleachers to attach the AP’s to? --Are you providing wireless to general public in bleachers? If so, how many people could there be on each side of the gym? WALL MOUNTED CABINET: --Which room in the new part of the building will the 12U wall mount enclosed cabinet be placed? Doesn’t show on map. Answer:

We will not need more robust access points for gym, cafeteria, or library locations. A scissor lift may be needed for installation in both gyms. The new gym is still under construction and should be completed late this summer. The location in the old gym has yet to be determined but will likely be installable with a step ladder. Each network closet has multiple switches and will require no more than one 48-port POE installed for the access points. I believe the fiber is single mode and we will need transceivers for the new switches. It is my understanding that the current transceivers are 1G. The current access points are connected via CAT6 cabling. The additional APs will need to be installed with CAT6 as well, With the exception of the gyms and the cafeteria the ceilings are drop ceilings with space above to run cabling. I have not been inside the new athletic facility as it is still under construction, but a wall should be behind the bleachers and should be accessible with a ladder. Currently we do not intend to offer wireless access to the general public from the bleachers - we do plan to use the gym as an optional classroom space. Actual location for the network cabinet has yet to be determined. It will be located in one of the maintenance closets close to the current building and conduits are being supplied by the construction company. The athletic cabinet will be connected to the main networking via fiber cabling - all cabling is indoor.
