IFCB Requirements :

·         Before the listed deadlines, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

·        For all requested services and/or products listed on this IFCB: proposals that include generic/encyclopedic price lists will be considered non-responsive and will be disqualified.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/lowest-corresponding-price/ for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

 

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

 

·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Bids submitted for services to an incorrect address will be disqualified.

 

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Bidders who are not eligible to provide OUSF support will be disqualified. By placing a bid for these services, the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project.  Bids for individual components of the project will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

The district currently has 2GB bandwidth and is considering upgrading to 3GB bandwidth.  The terminating address for this circuit is 801 E Commercial, Inola, OK 74036.

NOTE: Applicant will accept any technologies bid. It is our intention to meet all OUSF Fair and Open Competitive Bidding requirements. If you are a NECA/tariffed company, bids for your tariffed rates are allowed. If any of the specified bandwidth speeds are not a tariffed/NECA rate, please bid the closest rate you have available, within the limits of the bandwidth range specified on the 470.

The district is installing 60 new wireless access points to expand their wi-fi coverage.  They are also replacing/upgrading 13 switches and UPS systems.  Installation and configuration are needed for switches, wifi, UPS, and cable runs.

VOLUNTARY SITE VISIT

Vendors wishing to bid on the district’s Category Two project can attend a voluntary site visit either 10/18/23 or 10/25/23.  Both will begin at 9AM.  Vendors will meet at the Admin Building, 110 N Broadway, Inola, OK.  Vendors will check in with Jeff Unrau.

1. What equipment will need to be provided if making the switch to a different ISP? (examples: Firewall, DHCP device, Router, Switch, racks) 2. Can you provide a floor plan or blueprint of the building, marking the DEMARC location? Or any areas of interest, like duct to the data room.

Answer:

We will not need any additional items to switch Internet providers.  We will only require a 10gb fiber handoff.

Floorplan is attached to the IFCB now.  The HS DEMARC is in a room with an outside wall.  Current  fiber connections come in at that location.  There are no ducts installed.

Asking questions because one of our staff called in wasn’t able to make the site visit on Wednesday, October 25th. UPS: --Are the UPS units going into floor mount enclosed cabinets? -- Are the UPS units going into floor mount 2-post or 4-post open frame racks? -- Are the UPS units going into wall mount enclosed cabinets? If so, what depth of cabinet? -- Are the UPS units going into wall mount open frame racks? If so, what depth of rack? --Do you need a network card in each UPS? WIRELESS ACCESS POINTS: --Are you adding to the existing Ubiquiti wireless access point network or replacing all existing? --Are there any high-density areas such as Gym, Café or Library that would require a more-robust wireless access point? --If high density is needed, how many locations? --Is a scissor lift required? SWITCHES: --Are you replacing existing Ubiquiti switches or adding to the existing switch network? --Are the switches going into the same network closet/rack? --Do you need stacking (if so advise what length 1 meter or 3 meter) --Is there any need for copper or fiber SFP/SFP+ modules/transceivers? --If so, what type - Copper, Multi-mode Fiber or Single-mode Fiber? And quantity? --If so, what speed - 1G or 10G? And quantity? --Do you need POE/POE+/POE++? CAT6 CABLING: --RFP has Cat6E or Better – Is Cat6 acceptable? Cat6e is not a standard. Do you need to run 10G over 180 feet? If not, Cat6 works, if so, Cat6A is the standard for that. Cat6 & Cat6e can run 10G up to 180 feet. Since Cat6 and Cat6e both run 1G up to 328 feet, Cat6 is typically used as it is less cost. --What is the building construction – type of walls for data locations: Sheetrock, Cinder Block, etc.? --What is the building construction – type of ceiling: Drop (ceiling tiles), Open, Solid? --Will a lift be needed for any cabling runs – Gym, Auditorium, etc.? --Are there maps/floor plans that show locations of cabling? ROUTER: --What are the 2 routers to be used for? --Do you have 2 separate Internet connections from your ISP? --What routing protocol is needed on the routers? --What handoff has the ISP given you?

Answer:

UPS units will be rack mounted with around 20" of usable depth.  

Network cards in the UPS are not required.

We are adding to an existing Ubiquiti wireless network.

Access point models to be Unifi U6 Enterprise.

We are replacing some older switches.  They do NOT need to be installed by the vendor, only provided

No SFPs required.

Cat6 is acceptable.

Buildings are block/brick exterior with sheetrock walls and drop ceilings.  No lift required for cable runs.  

Maps are now attached to the IFCB.

Routers are for Core and Edge.  IPS will program and install.  Vendor only needs to provide them.
