IFCB Requirements :

·         Before the bid deadline, all Questions and Bids must be submitted using the on-line IFCB system. Bids submitted before the bid deadline outside of this system will be disqualified. ·        For all requested services and/or products listed on this IFCB: proposals that include generic/encyclopedic price lists will be considered non-responsive and will be disqualified.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

·         LEASED LIT FIBER DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

·         LEASED LIT FIBER DISQUALIFICATION FACTOR: Bids submitted for services to incorrect addresses will be disqualified.

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: The applicant will not accept bids from manufacturers of equipment deemed a national security threat by the Federal Communications Commission. Can you provide more detailed specifics regarding the Firewall and UPS requirements? If there are actual RFP documents can you provide them as well?

Answer:

The firewall needs to be able to handle 2 1Gb internet connections and have a 10gb connection to the rest of the network.  I would like for it to have IPS intrusion capabilities.  It needs to handle up to 1200 users at one time. 

The ups need to be large enough to handle a small IDF and be lithium ion batteries.  Most of my IDFs are single switch racks.  They also need to be rack mount.

Hello, regarding the firewall portion, you listed the interface requirements and the desire to have intrusion prevention. Do you need other firewall features such as application sandboxing, SSL inspection, SD-WAN, and/or cloud management? Are you interested in a physical fail-over redundancy? Regarding the UPS, what is the wattage of the IDF? Besides the single switch you mentioned, it is not clear what other electrical devices are to be protected? And do you need network-based management on the UPS units? Thank you

Answer:

For the firewall, I would like to have all of the features that are listed.  I don't need sd-wan, as we are a single campus district.  If they are cloud manageable, I would like to see the options, but I need to have the ability to manage it if we lose connection as well. 

I believe that what I currently have in the switch closets are 1500 watt ups.

A couple questions for the UPS: *Is this going to be 120V or 208/240V? *How many watts/amps do you need to back up?

Answer:

This UPS will need to be 120V and 1500 watts.

For the firewall, the two 1GB isp connections, are these from two separate IP’s and, if not, are they at least two separate IP spaces?

Answer:

They are from two separate providers with two separate ip address schemes.

How many users & devices will be connected to the network? How many IPSec VPN & SSL VPN connections do you need concurrently? Are you replacing an existing firewall? If so, what is it? How much East/West traffic do you need to protect?

Answer:

We have on average 1000 users/devices and up to 1200 on our campus most every day.  As far as the vpn I am not sure at this time if we will be using that, but if we do, we might use up to 70 concurrent connections.  Yes, we are replacing our current Palo Alto PA 850.  I assume by east/west traffic you are talking about throughput.  We currently do just shy of 1TB of data across the Firewall per day on a high traffic day.

Do you want bids to include HA and redundant power supply modules? Do you need 10GE SR fiber modules in the quote?

Answer:
No for the HA and redundant power supplies, but yes for the fiber modules.

How many years of security services/support are you requesting with the firewall?
