IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. ·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

 

·         LEASED LIT FIBER DISQUALIFICATION FACTOR: Bids submitted for services to an incorrect address will be disqualified.

Leased Lit Fiber – The district currently has 31 x 1 GB connections and would like to increase their bandwidth.  Vendors should bid 5 GB and 10 GB. Bidders should provide references for three school districts in AR for which the service provider has done business.  Bidders should indicate if their service is compatible with the districts existing AT&T ASE WAN services. Bidders should indicate if their bid includes a 24X7 automated ticketing system. Contracts should be co-termed with existing services.

The RFP states “Contracts should be co-termed with existing services”. I didn’t see any where that it listed that info.

Answer:

Answer: We would like all of our contracts to expire around the same time for ease of billing.

We were looking at the request a little closer and we have a question about the AT&T ASE WAN. Our experience with this AT&T offering is that it is a layer 2 WAN solution that does not inherently include internet. Do you have separate internet services from AT&T or other carriers? The second question is will you consider national references and education customer references from other states?

Answer:

Answer: We do not need internet for this bid. This bid is strictly for our WAN connections between buildings. We will accept references from other states but would prefer local.

1) Can you provide your scoring matrix? 2) Would it be possible to execute a SPIN change under the erate guidelines to award the provider who placed 2nd in your scoring matrix for this service in 2019, using the 5G and 10G pricing provided in their 2019 bid? 3) Regarding the request for Cisco 10G SFPs. Are they for use in the service provider’s edge equipment, or the district’s edge equipment? If they are for use in the district’s equipment, our understanding is that may need to be requested under Cat 2. 4) If the Cisco 10G SFPs are requested for use in the service provider’s edge equipment, could an alternative make and model be acceptable if the provider doesn’t use Cisco? 5) What are the make and model of the device(s) needing the 10G SFP? 6) Regarding the SFPs, would you required SX, LX or other? 7) When do you require the service to be installed? 8) Will you need pricing for more than 10G at the hub site or a DR site (to avoid a potential over-subscription of 30:1)? 9) “Contracts should be co-termed with existing services” When does the existing contract expire? 10) Would you be open to a 3 or 5 year agreement for these services with a provider other than your current one? 11) What WAN topology is required? 12) What applications are driving the need to increase bandwidth at this time?

Answer:

The bid evaluation spreadsheets will be available upon request at a later date. We are not looking to do any SPIN changes for previously funded applications. The SFP would be to provide connectivity from the service provider but would be used in our equipment. An alternative model would be acceptable as long as it is Cisco compatible. We will set the timeline for intall once the bidding process is complete. According to the terms of e-rate it is usually a year. We would be open to longer contracts. The move to online testing with increased data, physical security resources, higher graphic content, and more streaming resources.

11) Currently we have an ASE hub and spoke topology with ATT. We would like a single connection at our office as the hub and all buildings to have a spoke. On this I am open to suggestions as long as we are not delivering 30 individual connections to the main office.
