IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

·         LEASED WIDE AREA NETWORK CIRCUITS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

·         LEASED WIDE AREA NETWORK CIRCUITS DISQUALIFICATION FACTOR: Vendors must bid all connections. If vendors submit a bid missing any connection, we will consider your bid incomplete and disqualify your bid.

·         LEASED WIDE AREA NETWORK CIRCUITS DISQUALIFICATION FACTOR: Bids submitted for services to incorrect addresses will be disqualified.

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: The applicant will not accept bids from manufacturers of equipment deemed a national security threat by the Federal Communications Commission. The list of prohibited equipment is available here: https://www.fcc.gov/supplychain/coveredlist. Vendors that submit bids that include these manufacturers will have their bids disqualified.

 

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project.  Bids for individual components of the project will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors who wish to bid must attend one of two mandatory site visits. Vendors who submit a bid but have not attended a meeting will be disqualified.

UPDATE 11/4/22: This IFCB is being cancelled. There were 452 drops that need to be re-terminated and connected to the new patch panels, which was not originally included on the 470 or this IFCB. This IFCB is replaced by IFCB 230003821.

Category 1

Leased Wide Area Network Circuits – 1 connection any delivery/technology type. Leased dark fiber bidders should bid 2 pair. Leased lit fiber bidders should bid 10 GB bandwidth. Please include pricing for leased switches. The district prefers a 5 year term with option for (3) 5-year voluntary extensions. The district is requesting bids for a network with no single point of failure, meaning that if one site goes down, connectivity to the other sites is maintained. Ring topology (current technology) is preferred, but we will accept bids for any type of network design that achieves our connectivity goals. Buildings to be connected:

Vendors wishing to submit bids for category two project must attend one of two mandatory site visits. The site visits will be held on Thursday, October 27, 2022 and Thursday, November 3, 2022. Both will begin at 10am. Meet at Rolla Middles School Office, 1111 Soest Road, Rolla, MO 65401. Bids from vendors who did not attend either of the site visits will be disqualified.

Answer:

Some of the locations were installed but we did not bid out the admin building last year.

Will the district accept solutions that utilize an optical interface module as the handoff as opposed to requiring each bidder to include leased switches?

Per your answer about sites bid out last time, it sounds like these two addresses were awarded and installed. Dr. Kent King Administration Center – 500A Forum Drive, Rolla, MO 65401 Why are the other sites being bid this time? Do you plan to have additional services installed to the two Soest Road locations?

Answer:
If a vendor bids a ring configuration, those would be the two other sites to connect to the admin. building. 

Is the mandatory walk through on the 27th at 10 am still going to happen?

Answer:

The walk through on October 27th at 10:00am is still scheduled, along with the walk through on November 3rd, at 10:00am

Are there any other drawings for this job other than the one page for the middle school?

Answer:

That is the only map we have that shows what section of the building needs re-wired.

Is there one drop per AP location, one drop per IP clock location, and the rest of the drops data drops to the wall plates?

Answer:

Yes, AP and IP clock locations are in the ceiling, data drops being replaced are in wall plates with conduit ran inside the wall.

Do you want new patch panels in both elementary school and all cables re-terminated, and tested? Or are we using the existing patch panels and just moving them over to a new rack with no re-termination and no testing?

Answer:

We would like new patch panels, re-terminated, and tested.

Do you want patch cables in blue, white, green, and black to match inserts? Or do you just want them in Blue and White?

Answer:

Patch cable colors should match the data connection purpose as listed in the table in the IFCB. The inserts can be one color.

Do we need to supply patch cables for the closets?

Answer:

Since you are requesting the two Elementary Schools to be re-terminated with new patch panels and tested. Can you please provide the number of drops in each of the two elementary schools that need new patch panels and re-terminated?

Mark Twain Elementary - 205 drops

Wyman Elementary - 247 drops

Do the new patch panels in the two Elementary Schools that are reusing existing cabling need to be Cat5, Cat5e, or Cat6?

What is the drop count in each of the two elementary schools that need to be re-terminated and tested using the existing Cat 5E cabling? Does the room side also need re-terminated in the elementary schools with new wall plates and inserts or just the closet side? Are we reusing the patch cables in the closets at the two elementary schools or does it require new patch cables?

Wyman drop count that needs re-terminated at the closet side only: 247 drops

 

The room side does not need re-terminated, does not need new wall plates or inserts.
