IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/lowest-corresponding-price/ for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: The applicant will not accept bids from manufacturers of equipment deemed a national security threat by the Federal Communications Commission. The list of prohibited equipment is available here: https://www.fcc.gov/supplychain/coveredlist . Vendors that submit bids that includes these manufacturers will have their bid disqualified.

 

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project.  Bids for individual components of the project will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS - PROJECT B: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

Category Two:

VOLUNTARY SITE VISIT

Vendors wishing to bid on internal connections can attend a voluntary site visit either December 7, 2022, or December 14, 2022. Both will begin at 9am. Vendors will meet at Coldspring High School, main entry – 14100 HWY 150, Coldspring, TX 77331. Vendors will check in with Charles Camden.

 

INTERNAL CONNECTIONS

The district's network consists of different HP/Aruba switches and various Ruckus WAPs. The district will need a new wireless survey completed to help fill in the dead spots and relocate access points more efficiently. Some of the district’s fiber connections are limited to 1 GB connections in certain areas and will need to be upgraded. The district would like for a company to come in with new, up-to-date equipment to replace the existing equipment or supplement what is still good. The district would like to continue using Ruckus WAPs or functional equivalent with a management console that can view/manage all switches/routers and WAPs from the same dashboard. Installation and configuration for new equipment with current network settings.

 

 

Project A – Cabling

Ethernet drops will need to be punched down into the existing racks on a patch panels. Installation needed for the entire project.

Installation of new switches will need to be configured in a manner that replicates the settings of the current outdated switches. Hi, 24 or 48 ports patch panels ? What is the longest/average length of the drops ? Any high ceilings ? Cat6 or 6A ? Any color preference ? Is this a replacement or a new installation ? Additional patch cords are required ? Thank you

Answer:

Q: 24 or 48 ports patch panels ?

A: A 24 port patch panel will suffice.

 

Q: What is the longest/average length of the drops ?

A: Shortest drops would be around 25ft. Longest drops around 200ft. Majority of them would be around 100-150ft.

 

Q: Any high ceilings ?

A: Most ceilings are around 8ft. Some drops will be to our high density areas (cafeteria, gymnasium, libraries, etc)

 

Q: Cat6 or 6A ?

A: We are trying to stay away from Cat6A, but would love to hear pricing on Cat6 or Cat6E, if anyone can get that.

 

Q: Any color preference ?

A: For the cable runs, we do not have any color preference. We are currently using blue or green, so any color besides those would be a nice plus to help us quickly know which cables are the new runs.

 

Q: Is this a replacement or a new installation ?

A: The majority of these will be to replace current Cat5/Cat5e drops. Some will be new. I do not anticipate the need to pull the existing cables out, however, as they can be repurposed for other things that the classrooms use that are not bandwidth intensive.

 

Q: Additional patch cords are required ?

A: Yes, additional patch cords will be needed.

A.   The switches we are seeking bids on are :

We would just need one uplink port to be 100gb capable at our core location.

Sorry, just saw the Q&A about switch port counts. Are you now requesting the total switch quantity to be 71?

Answer:

This is correct. 100 was a not to exceed quantity, but 71 is a more accurate number.

Is the wireless survey to be included in the bid? Will floorplans be available for proposing the wireless survey?

Answer:

We are not making a wireless survey an absolute must, but we would like to see what the cost of one would be. Please include in the bid if you wish you make one available. We can provide floorplans to the winning bidder.
