IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

 

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         LEASED WIDE AREA NETWORK CIRCUITS DISQUALIFICATION FACTOR: Bids submitted for services to an incorrect address will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids that include equipment that was manufactured for use outside of the United States will be disqualified.

·         DISQUALIFICATION FACTOR BMIC: Service providers are required to bid the entire maintenance project.  Bids for individual components of the project will be disqualified.

·         DISQUALIFICATION FACTOR BMIC: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR BMIC: Maintenance bids listing only an hourly rate and not a monthly or annual total will be disqualified.  Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment.  Bids that contain only hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total will be disqualified.

UPDATE 9/15/22:  The narrative for Category One Self Provisioned Fiber has been updated to reflect the correct number of strands.  The applicant is requesting four strands of self provisioned fiber (not 96 strands as originally listed).

Self-Provisioned Network – The district will accept bids for any type of technology that can achieve their connectivity goals (fiber, wireless, etc.)  This connection will be from the Perth Amboy High School 300 Eagle Avenue, Perth Amboy NJ 08861 to the New High School 905 Convery Boulevard, Perth Amboy NJ 08661. If the vendor is bidding fiber: bidders should develop route, building, termination, and splice drawings. Furnish and install ADSS support hardware as needed. Furnish and install a 96-  FOUR count single mode ADSS fiber optic cable from the Perth Amboy High School feed pole to the New High School feed pole on Convery Boulevard. Rod and rope the existing conduit at the Perth Amboy High School. Furnish and install a 96- FOUR count single mode indoor/outdoor fiber optic cable from the feed poles at each school to the ER’s in each school. Conduit at the New High School to be placed by others. Furnish and install splice housings at the feed poles for both schools and splice 96 FOUR fibers. Furnish and install a rack mount termination housing in existing racks at both schools and terminate all fibers with SC Uni-cam connectors. Test, label, and document both locations with as-builts.

470-Form #: 230001056 appears to be requesting connectivity to a total of 17 locations. The narrative on this IFCB on the CRW site is asking for connectivity between 300 Eagle Ave and 905 Convery Blvd only. Please clarify the request and advise how many spans/LIT circuits are being requested and provide each address please

Answer:

Just the one connection between 300 Eagle and 905 Convery.

Do I have to bid on the entire thing or can I just bid a portion? I would be interested in just bidding on the network equipment only but can accommodate. There is a line “Bids should include installation, activation, or initial configuration.” Can we confirm the expectation of the customer as to what they are requesting? The “or” makes it seem like it is optional. We will also want to know installation expectations as there are a large number of switches. If we are handling configuration we would want a copy of their current configuration. Are there any penalties if materials are not in by next year? There is a heavy amount of switches that may have long lead times

Answer:

If you’re bidding on the BMIC project we require that you bid all items for that project as well (you can choose to bid just IC or BMIC, but the bid must cover all listed items for each project). The district is requesting professional services from the vendor with installation and the district will work with vendor on the configuration side. The “or” makes it seem like it is optional. The district will work with the winning vendor for the configs.  Are there any penalties if materials are not in by next year? There is a heavy amount of switches that may have long lead times We do expect that the project is completed by the E-rate deadline of 9/30/2024.
