IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

 

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids from companies that include equipment barred by the Federal Communications Commission due to national security risks (such as ZTE or Huawei) will be disqualified.

Category Two:

INTERNAL CONNECTIONS

Project A – Firewall

The district currently has an older Sonicwall NSA 6600 and is looking to upgrade and replace this firewall. The district is seeking a Sonicwall or functional equivalent. There are currently 2 x 10 GB SM LC fiber modules in place – one for the uplink to the ISP and one going to the core switch. The firewall is also currently used for routing, point to point VPN, content filtering and other gateway security features. The district would like to retain these features with the new firewall.

 

 All bids must include 3-year warranty and licensing for the firewall. The firewall needs to be installed and configured to work with existing hardware, software, internal and external applications, and communications including but not exclusive to VPN routing, NAT, etc.

The battery backups will replace older battery backups that have reached end of life. All current switches were replaced, and the new switches require a 20-amp plug. These will need to be a mixture of rack mounted and non-mounted units – 14 x 2 post racks and 10 non rack mounted battery backups. All UPS will need to be installed and connected to existing switches.

1. For the firewall project the RFP states "content filtering and other gateway security features". Can you please elaborate on what specific security features the district needs, some services may require an additional license to be quoted. 2. For the "non rack mounted" UPS's does the district want a tower form factor, or a rack mount UPS on vertical stands?

Answer:

1: Gateway antivirus, intrusion prevention, Geo-IP filtering, and botnet filtering. 

 

2: Either will work, just wanted to ensure vendors know that there is not a rack to mount the UPS in. 

1) Is it a requirement to quote both projects? 2) What is the runtime required for the battery backups, 30 minutes, 1 hour, more?

Answer:

1:Each project can be bid independently. 

 

2: 30 minutes would be the minimum, but 1 hour would be preferable. 

Hi, regarding the Project B. Do you need twenty four UPS units ? Can you please share the part numbers of the old items that you are looking to replace ? Do you have the preferred UPS part numbers for the new items ? Thank you

Yes, 24 different UPS's as they will each be at a different location. The part numbers are irrelevant since the existing UPS's  will be removed and replaced. Most are 10+ year old APC 2000+ units, but do not support 20amps. I do not have preferred UPS numbers.

You do not need any information from an applicant to obtain a SPIN number. We suggest you call the Customer Service Bureau at 888.203.8100 for help obtaining a SPIN number.
