IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See https://www.usac.org/e-rate/service-providers/step-2-responding-to-bids/lowest-corresponding-price/ for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

 

·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

·         INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

 

 

·         DISQUALIFICATION FACTOR C1 NETWORK EQUIPMENT: Vendors must complete and include the C1 Cover Page with their bid. Bids received without the cover page will be disqualified.

 

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids from companies that include equipment barred by the Federal Communications Commission due to national security risks (such as ZTE or Huawei) will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS – PROJECT A, PROJECT B, PROJECT C AND PROJECT D : It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids that include equipment that was manufactured for use outside of the United States will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid an entire Project A, Project B, Project C or Project D.  Bids for individual components of a single project will be disqualified.

Internet Access – 5 GB circuit terminating at Bailey Inglish, 201 E. 10th Street, Bonham, Texas 75418. The District is looking to increase the bandwidth up to 10 GB. Vendors should provide bids in increments of 5 GB, 6 GB, 7 GB and 10 GB. All bids should include a leased router. Needs the ability to monitor network traffic between the ISP and the District.  Vendors should provide pricing for a 3 and 5 year term.

E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

Vendors will meet at 1005 Chestnut, Bonham, TX 75418. Vendors should RSVP to Mike Barkley, Technology and Network Administrator at mike.barkley@bonhamisd.org  to set up a site visit. THIS EMAIL IS TO RSVP ONLY. ALL QUESTIONS AND BIDS MUST STILL BE SUBMITTED VIA THE IFCB. BIDS NOT SUBMITTED VIA THE IFCB WILL BE DISQUALIFIED.

Good morning, Will you accept proposals individually for each project separately ? For example, one proposal for project A, another for project B, and so on .. ? Will you accept TrippLite or Cyber Power as equivalent to APC ? Do you need network cards for the UPS ? Any licenses, warranty extensions ? Do you need open or closed racks ? If closed, what NEMA rating ? What depth ? How many units ? With cable managers ? any other additions ? Will Tripp Lite work fine ? Answer:

1) Good morning, Will you accept proposals individually for each project separately ?  Yes, as long as the bid is complete for the project(s).

2) Will you accept TrippLite or Cyber Power as equivalent to APC?  No 

3) Do you need network cards for the UPS ?  No

4) Any licenses, warranty extensions?  We only need licenses for the Firewalls

5) Do you need open or closed racks?  What depth? How many units? With cable managers? any other additions ? We want three adjustable racks so we have no depth or unit specifications.  No cable managers are needed. Tripp Lite for the rack would be fine. Bids for functional equivalents are accepted.

6) Could you please confirm that you don't need installation for Projects B & C? We do not need installation for Projects B & C.

7) Do you need installation for project D ? Yes, we need installation and configuration for Project D.

Good morning, the APC SRT3000 is a general description of an 3000VA APC product, they have several model numbers within the SRT3000 model series. Are you able to determine the entire model number ? Thank you

Answer:

 We are wanting to keep our model series generic as it will somewhat depend on what kind of server we purchase.  We would prefer to have a bid on both 130-volt and 230-volt models.

1. Do you need cabling for your Wireless Access Points?

    Answer: No, we have cabling and will be swapping out the units.

 

2. Do you currently have POE switches?

    Answer: Yes, all of our switches are POE.

 

3. Do you have specific model numbers for your SRT3000 series?

    Answer: No, we want to keep it generic. We would like bids on both 130V and 230V because we are not certain which we will need until we purchase our server.

 

4. Do you have a brand preference for racks?

   Answer: No, but we do want them open and adjustable.

 

5. Are you going to install flooring beneath your racks yourself?

   Answer: Yes

 Answer: Northeast Texas Broadband gives us 2 Gigs and Sparklight gives us 5 Gigs.

 

2. Are you under contract?

 Answer: Yes, but service issues may result in termination.

 

3.  What issues have you had with your service? 

 Answer: Not at liberty to say.

 

4. Are both ISPs in directed into this building?

 Answer: Yes.

 

5.  Do you use both daily?

 Answer: Yes, we utilize load balance and manage traffic.

 

6. In terms of firewall, is it an appliance or BM?

 Answer: We do not need BM.

 

7.  How many UPSs do you have?

 Answer: We have several but am not married to a specific number.  We are trying to shrink down our set-up.

 

8.  What setup are you looking for?

 Answer: Want open racks with 4-post and we will work with our maintenance department to install a raised floor.

 

9. You want three racks?

 Answer: We want a bid on three, but may only want two.

 

10. Do you have a stand-alone router or 2-layer?

 Answer: Everything is 2-layer except our wagon wheel which is 3-layer.

 

11. Do you own or lease your fiber?

 Answer: Lease some and own internal.

 

12. Do you want POE on switches? 

 Answer: Yes, we want POE on every switch.

 

13.  Do you use Google?

 Answer: Yes.

 

14.  Do you have HP switches throughout?

 Answer: Yes, that's why we want to stick with it.  We already know how to manage it and they have a lifetime warranty.

 

15. What is the antennae for (on top of center rack)?

 Answer: Not part of this project

 

16. You want 260 APs to replace all existing ones?

 Answer: Yes.

 

17.  Do you manage your APs and if so how?

 Answer: Yes, we have cloud-based management.

 

18.  Do you manage your switches too?

 Answer: Yes.

 

19.  Do you have any hotspots or concerns that are of importance?

 Answer: No, everything functions but we are in need of updating.

 

20. What kind of payment option are you looking for?

 Answer: Options are fine.

 

21. You only want Aruba switches?

 Answer: Yes, that's what we prefer but are open to other options.
