This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

Leased Lit Fiber – The district is looking for a resilient (not redundant) multipoint WAN connection that provides a network with no single point of failure. If one school’s connection goes down, no other schools are affected due to the outage and can be re-routed though any other hub. The district is looking for connection speeds and pricing of 6 GB - 10 GB for each location. The two hub sites need a minimum of 10 GB. Vendors should include service level agreements with their bid. Does the district require dual fiber optic cable entries into each campus?

Answer:
No

Are you asking for/allowing over subscription? It looks like you are considering 10Gb at each of your 22 edge sites. We could provide the sum of the parts at your hub (1:1). Many public networks are over-subscribed so we were curious how these offerings will be compared?

Answer:

You may provide different costs that meet the range of 6-10 Gbps.

Does the district have any district owned fiber and/or conduit between any of the 24 sites listed? This would lower construction costs and we want to make sure we provide the most competitive quote as possible.

Will you allow alternate contract lengths? We typically offer districts 5 and 10 year contracts. The E-Rate Special Construction Rule allows districts to drastically buy down their monthly for life. This rule is a game changer and we allow districts to pay off any remaining construction costs after Special Construction over 4 years. Using a three year contract would not allow you to take full advantage of the cost savings associated with Special Construction. Taking these savings into consideration shows 20-year Total Cost of Ownership (TCO) as E-Rate requires.

Are you interested in bidders providing voluntary renewal pricing? We would be happy to provide multiple renewals with multiple bandwidth speeds so that the district can forecast their future bandwidth needs/costs.

Dear CRW, We would love to have these two questions answer. 1.The RFP states “no single point of failure”, but you stated only single entries into the schools. Should we consider “no single point of failure” only off the school grounds? 2.Is the District requiring dual equipment/electronics at the Hub sites?

Answer:

We require that if one “hub” should fail or go offline, we need to be able to move our traffic through the good “hub” using our own routing protocols. We will accept bids for any cost effective topology that achieves our connectivity goals.

We do not need multiple pathways to/from campuses.

We do not require any redundant equipment at the hub sites.
