IFCB Requirements :

·        All Questions and Bids must be submitted using the on-line IFCB system. ·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·        Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts must not prohibit SPIN changes.

 

·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·        All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·        If the applicant is requesting purchases of new equipment, or maintenance of that new equipment, bids for functionally equivalent equipment will be accepted.

 

·        The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids from companies that include equipment barred by the Federal Communications Commission due to national security risks (such as ZTE or Huawei) will be disqualified.

·        DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

Category Two:

VOLUNTARY SITE VISIT

Vendors wishing to bid on internal connections can attend a voluntary site visit on November 17th, 2021, at 10 AM.  Vendors will meet at Crestview Elementary 1317 Old Jacksboro Rd, Graham TX 76450. Vendors will check in with Christopher Rasile.

 

INTERNAL CONNECTIONS

The district is looking to upgrade their current wireless infrastructure from Xirrus to a brand that has greater functionality and supports current and future wireless technologies such as 802.11ax, Bluetooth capability and IoT. Most locations already have a wireless array installed and will simply need to be replaced. Other areas might be a new installation including network drops. The district wants coverage and good density as well in all locations and will be considering some outside locations that currently do not have coverage, such as parking lots, and common areas. A central cloud based manager that is user friendly is essential for this project.

 

 All access points must be installed and configured to district specifications including but not exclusive to SSID’s, VLAN’s, guest wireless configuration, filtering, cabling, mounting, etc. Any hardware or software needed for installation must be include in the bid and covered by the contractor. Three-year licensing must be included.

Answer:
Not at this time

Cabling: Where are the 30 cables going (need maps). Is this all indoors or is some outdoor? Is there a rack in the new media center to install fiber organizers? Are the requested cabling runs replacing existing cabling? How many different network closets will the cabling be run to? Is a lift needed for any cabling areas? Does district have one to use? Are you requesting Cat6 or Cat6A cabling for AP's? For buildings that require cabling for AP and Data, is there enough room in racks to accommodate cabling? Are there any high?density areas such as Gym, Cafe, Library that would require a more robust AP? Do you have maps indicating where AP's are to be placed?

Answer:

a.     Will be dependent on where the additional wireless access points will be installed per vendor’s suggestion, vast majority already have 2 network drops ran to currently installed wireless arrays.

2.     Is this all indoors or is some outdoor?

a.     It will be a mix of both indoor and outdoor runs, probably only 6-7 outside arrays, none of which is currently cabled.

3.     Is there a rack in the new media center to install fiber organizers?

a.     There is no new media center, but most racks have additional room.

4.     Are the requested cabling runs replacing existing cabling?

a.     No

5.     How many different network closets will the cabling be run to?

a.     Dependent on how many cable drops will be necessary for installation

6.     Is a lift needed for any cabling areas?

a.     Generally no, but may be depending on how many cable drops and locations will be necessary for installation

a.     No, but one can be locally rented

a.     I have maps indicating the locations of existing arrays and can indicate some additional locations, but the new locations will be at the discretion of the vendor to create good coverage and strong density in covered areas. 

For the HS 1st Floor location, there are a couple of AP's shown in the middle of a parking lot or open space exterior to the building. Are there already poles there with a CAT6 cable in place or does a new cable need to be run there? What will the AP mount to?

Answer:
All blue circles do not have cable drops to these locations and a cable will need to be run. AP's can be mounted to light poles or to the side of the building as long as there is coverage in the parking lot.

Where can the outdoor/parking lot access points be located?: We do not really have a specific location. They can be mounted on a light pole, side of the building, or another location, just as long as the parking lot has wireless access. 

 

Are there conduits going to the power poles: Not to my knowledge

 

Are you interested in wifi 6e: Yes, would prefer this if possible to help future proof

Do you have map of stadium/parking lot area?
