IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period. This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.

 

·         If there is a request for Internal Connections (Category Two) equipment, or Category One equipment listed on this IFCB the applicant will accept bids for functionally equivalent equipment.

 

·         LEASED WIDE AREA NETWORK CIRCUITS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.

 

·         DISQUALIFICATION FACTOR LEASED WIDE AREA NETWORK CIRCUITS: Service providers are required to bid the entire project – connection and equipment.  Bids for individual components of the project will be disqualified.

Vendors will need to check in with the secretary at the High School Office on the east side of the main building at 7202 W Broncho Road, Marlow, OK 73055.

 

Leased Wide Area Network Circuits1 connection any delivery/technology type. Leased dark fiber bidders should bid one pair of fiber strands. Lit leased fiber bidders should bid 1 Gbps - 5 Gbps. This circuit will go from the High School to the Gym. For leased dark fiber, bids must include 4 x 48 or 24 port switches and 2 x GBIC.

Answer:

The physical address is the same for the entire campus. The gym is located across the road (north) from the main buildings.

How many "u's" would you like the racks to be? Should the racks be open frame or enclosed? Are each of the 50-drops indoor? Will there be any outdoor boring, trenching, or aerial work required? Are the 6-Racks for the 50 New Drops? If not, what are the Racks for (existing infrastructure clean up?)? Are you looking for us to install the racks, battery back ups, and wireless access points?

Can you provide photo's of the area's where we will be performing "rack replacements"? Do you have a floor plan/diagram of the Network Closet, IDF/MDF's, and areas you would like the cable drops?

Answer:

No diagrams or photos are available, but you are welcome to attend the walkthrough tomorrow. The network closet is literally my office, all cabling out to the remainder of the network flows from it. The closet/office is new this year so there are no diagrams. There are two IDF's one in the main hallway of the high school and one in the main elementary building. We are a small school with a single campus and fairly compact so our existing infrastructure is compact as well.

On self-provisioned network and leased dark fiber, we would provide the fiber to the termination panel and provide patch cables to the district's owned CPE/switches. This would mean we wouldn't provide a bid that includes the switches. Is this correct?

Answer:

We are looking for a complete turn-key fiber installation for those two projects, including any equipment necessary to make those connections functional. This includes the switches and they should be bid as part of the project.

Do you require LC or SC patch cables?

Answer:

Unsure, but we think that depends on the type of equipment you are proposing.

Are you able to provide the demarc locations for each building?

the 4U racks seem to be pretty small. to include a switch, patch panel and battery backup. Are you trying to save space on the wall or can we quote a 6 or 8U rack to make sure you have enough room in case you add another device later.
