IFCB Requirements :

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12-month period.  This does not apply to the recent FCC exemptions of the Gift Rule for the COVID pandemic.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one-year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.

 

·         E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. Questions Received with Applicant Answers   ( Ask Questions? )




Under IFCB Requirements, there is a requirement for five consecutive one-year terms for the applicant to renew. Under Services and Equipment Requested, it is requesting 3 year contract pricing. Should there wording in the bid for both 3 and 5 years?

Answer:
We are requesting 3 year agreements. We would like to have the ability to voluntarily renew that three year agreement after the term ends, if possible.

1. Can we assume available conduit from the riser pole to each physical site for building entry or will the Vendor be responsible to install either a new conduit or aerial access to each of the locations? 2. Please provide the # of IP addresses that will be needed for the DIA service at the Hub Site location (ex. IP Class /29, /30).

Answer:

There is conduit for the current fiber that is installed, but don't know the access area at the street level as it was installed by a previous carrier over 12 years ago. If new conduit or aerial access is needed, the vendor will need to supply.

 

We currently have 35 available public IP addresses, we would want no less than that.

1 Is the handoff to the school for internet multimode or singlemode fiber? 2 Does the school provide their own optics? 3 What is their current interconnectivity? - Multimode or singlemode? - 10G or 1G 4 Is the interconnectivity between campuses something we will be maintaining or just handing off to the school to maintain?

Answer:

1. Single mode, it goes from the ISP's router into our firewall with single mode fiber

2. We provide our own optics, 

3.our core switch at the high school connects all of our other campuses through 1GB MM fiber, plan is to upgrade to 10GB within the next 1-2 years, thus the 1-10GB range

4. ISP will maintain maintenance of the line, we will handle the light and routing

With the answer to the last question about conduit, we will need to do a site survey sometime after Thanksgiving to determine the issue of providing conduit or not. Please advise how we need to go about looking at the locations with personnel from the school.

Answer:
You are welcome to come by on Tuesday December 1st at 9:00 at the high school campus and I can show you the outside of our buildings, but due to COVID restrictions I cannot allow you inside any of our facilities. During this time I can show the locations, but cannot answer any questions that have not already been asked through CRW.
