IFCB Requirements :

·         All Questions and Bids must be submitted using the on-line IFCB system. If the IFCB system is down before the deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

 

·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

 

·         Please include the correct Service Provider Identification Number (SPIN) on your bid.

 

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

 

·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

 

·         Contracts must not prohibit SPIN changes.

 

·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

 

·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

 

·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

 

·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

 

·         All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.

 

·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS PROJECT A AND B: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS PROJECT A AND B: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS PROJECT A AND B: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS PROJECT A AND B: Service providers are required to bid an entire Project A or Project B. Bids for individual components of a single project will be disqualified.

Vendors wishing to bid on an internal connections projects A or B, can attend a voluntary site visit during September 21st through September 24th, anytime between 8-12am. Vendors will go to the Admin office located at 418 S. Bell Street, Foreman, AR 71836, and ask for JoAnna Keeney, or Mrs. Tankersley.

Answer:

All documents available are posted to the IFCB and USAC’s EPC system. Construction of the school will start in two weeks, but if you’re talking about installation of the requested equipment  it will most likely be summer before we will be ready for the installations. Unsure of the budget for now.

Hello, do you know the load for the UPS? As well as the topology line interactive/ online double conversion?

Answer:

This is for a single server and roughly 10 switches. Needs to power on battery thirty minutes after power is out. Double conversion on-line power

What specific model/specs are needed for the Tripplite UPS systems? Thanks.

Answer:
SmartPro3000RM2u, but of course we will accept bids for functionally equivalent equipment. 

- Do you plan on stacking the switches? - Which current Aruba WAPs do you own? o Are you running these off a controller or in “instant” clusters. - Will 10G LC SR MMF transceivers suffice?

Answer:

Yes, I plan on stacking them. The Aruba AP's are model 505. I have not set any of them up yet to know how I want to manage them (if that makes sense). But most likely going with Aruba Central....Just beginning to update to Aruba. And yes, those transceivers should work.

Are the ceilings at the new high school going to be plenum rated? Are cable supports ( j hooks) from the cable tray in the corridors to the conduit snub up locations in the walls going to be in the scope of the general contractor/electrical contractor of the new high school? What are the heights of the drop ceiling going to be in the new high school?

Answer:

We do not have any ceilings that are plenum rated.  As for the cable tray supports, those should be by electrician since they are in the drawings (see attached IC1.1).  I have attached the reflected ceiling plan drawings which state ceiling heights.

What type of Fiber and how many strands will be needed for the backbone connection between closet locations? Type of Connector?

Answer:

            12 strand with patch cables connecting to switches in both locations. 

Will Cat6 Patch cords need to be provided for both Field and Patch panel end?

Answer:
Yes

Electrical Plans include multiple Telephone Board Locations. Verify 66 or 110 blocks for termination of all phone cables.

The multiple telephone boards are just for extra mounting location for termination blocks, etc.

Please verify Quantity of Cat6 cables needed for Projector locations.

Answer:
We will not have projectors in classrooms. Only one projector will be in the cafeteria

Verify Faceplate type needed for all 57" Telephone Outlets. Wall Phone Plate w/ Jack?

Electrical Plans do not show Access Point Locations as requested in Project B. Will new Cat6 cabling need to be provided for the requested (25) new AP Locations? Please verify locations on plans if so.

I have attached a floor plan. Take note that there are two out buildings that will need to have an AP’s.  Those are marked outside of the floor plan.
