IFCB Requirements :
 • All Questions and Bids must be submitted using the on-line IFCB system. If the IFCB  system is down before the deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or  surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
 
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids that include equipment that were manufactured for use outside of the United States will be disqualified.
 
DISQUALIFICATION BMIC - Maintenance bids listing only an hourly rate and not a monthly or annual total will be disqualified.  Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment.  Bids that contain only hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total will be disqualified.

Services and Equipment Requested :
UPDATE 1/14/20 - The bid deadline has been extended to 2/11/2020. The new bid opening date will be 2/12/20 at the Purchasing Department located at 615 W Missouri Ave, Suite 707, Midland, TX at 1:00pm.

Internal Connections


Project A – UPS Devices: 2 x 10kva batter backup with enough battery capacity to sustain a 10,000VA load for 1 hour. One device is for Lee HS and one is for Lee Freshman HS.
 
Project B – Batteries: replacement batteries for Symmetra 40kva batter backup. Please provide individual batter pricing for up to 48 batteries, SYBTU1-plp is currently in use. Bids for functionally equivalent equipment will be accepted, but must be able to be used in existing UPS devices.
 
Project C – Firewalls: 2 x firewalls capable of 10 Gbps throughput with VPN capability. Please include a description of how the proposed devices help to meet the requirements of Texas SB820. Applicant prefers the following features as well:
Ability to block access to private VPNs/Proxies (Ultrasurf, hotspot, etc..)
Cloud based lists managed by provider
IPS/IDS
 
Project D – WAP and wireless controllers: 6 wireless controllers and 1,447 WAP needed. There is an AP count by campus available to download. The district would prefer Aruba AP-515 or functional equivalent. It must be WIFI6 (802.11ax) compatible. The wireless controller count estimate is based upon our current wireless solution. The district currently has 6 wireless controllers set up in HA mode. The district reserves the right to reduce the quantity and/or scope of this project.
 
NOTE: The BMIC box has been checked on the 470 in the event that your licenses are considered BMIC (not IC) by USAC. Bid those costs, if any, under Internal Connections, Project D on the cover page.

In regards to Project A and B. is the electrical in place for the Hardwired single phase connection.? Is the Step Down needed to 120v? Is the District re utilizing existing PDU equiment

In Regards to Section D Will the new Ap's be managed independently from any existing APs? For Determination of licensing needed. Is there a topology map showing location of the proposed controllers, as well as the number of APs that each controller will manage?

Answer:
 

As far as the wireless controllers we are looking at either physical or cloud-based and the and the quantity is based off of the licensing structure of the vendor. 

 

We currently have six wireless controllers Set up in HA mode. If we go the physical/vm route again we will need controllers for our DR site and our main to DC.
