IFCB Requirements :
All Questions and Bids must be submitted using the on-line IFCB system. If the IFCB system is down before the deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
 
INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

– Applicant currently has 300Mbps bandwidth, and will accept bids up to 1Gbps bandwidth.  Please include bids for 200Mbps, 500Mbps, and 1Gbps bandwidths.  The terminating address for this circuit is 17000 Highway 154, Harleton, TX 75651; (903)777.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request.  If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

They did specify Aerohive APs, but did not list an AP model. From what I can see, they currently have 28 x AP121 and 52 x AP130 currently deployed. The AP121 are already end of sale and the AP130 will be going end of sale on March 30, 2020. If they would like to stick with a 2x2 802.11ac AP model, we will still have the AP122 available. Or, we can quote the AP250 as a higher end 3x3 802.11ac option. Let me know which one you would like me to quote and I can get that out to you.

For this application a higher capacity model would be best.  Also out door application might be best for us.  So we would most likely either want access points with antennas that can be relocated outside or out door Access Points where the whole thing could be put outside.

We would like all of the switches to be POE.

Yes we do have existing Aerohive Access Points.  We currently have  some older AP121s and some AP130s.

The ups will be for the 2 48 port switches in this bid.

The site survey is for the cabling as well as going over the locations of the switches to see if there are any potential issues or questions that we need to clarify in the proposal

A very rough estimate would be a run of 400 feet and a run of 700 feet.  Again, This is a very rough estimate.

Good Morning, It was mentioned during the walk through yesterday that multi-mode fiber is preferred, however single-mode makes more sense in this situation and is much cheaper. If we quote single-mode will this be acceptable, or is multi-mode required due to existing SFP's or some other factor.

I am sorry if there was a misunderstanding.  Whether the fiber is single mode or multi mode does not matter to us.

Had another question regarding the switches and their licensing. Ubiquiti equipment doesn't need a license in normal circumstances, unless you are wanting to use the AWS hosted controller with Unifi Elite licenses, not necessary in most cases. If not then only the switch hardware is necessary. Either way please let me know and I will quote it out accordingly.

 We can host the Ubiquiti Unifi software our selves so if we do go with Ubiquiti there is  no need for hosting.
