Internet Access – Applicant currently has 200Mbps bandwidth, and will accept bids up to 5Gbps. Applicant is specifically requesting bids for 300Mbps, 400Mbps, and 500Mbps bandwidths. Please indicate on your bid if your internet access is capable of being delivered over a Metro Ethernet type connection. Please include pricing for a leased router. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
NOTE: Applicant will accept any technologies bid. It is our intention to meet all OUSF Fair and Open Competitive Bidding requirements. If you are a NECA/tariffed company, bids for your tariffed rates are allowed. If any of the specified bandwidth speeds are not a tariffed/NECA rate, please bid the closest rate you have available, within the limits of the bandwidth range specified on the 470.

By placing a bid for these services the bidder agrees to file the completed OUSF affidavit within 90 days of the start of service (applicant agrees to complete their portion in a timely fashion after the request for completion by the winning bidder).

INTERNAL CONNECTIONS
Project Narrative
The District is trying to upgrade and replace equipment and cabling to enable their network to be upgraded to 10Gb. The District is requesting full installation of the requested fiber, cables, connectors, transceiver, switches, racks, UPS, and wireless access points.
MANDATORY SITE VISIT
Vendors wishing to submit bids for internal connections must attend one of two mandatory site visits. The site visits will be held on November 5th and November 12th at 8:30am. Vendors will meet at Berryhill Administration Building located at 2900 ½ S. 65th West Ave., Tulsa, OK 74107. Bids from vendors who did not attend either of the site visits will be disqualified.
INTERNAL CONNECTIONS: There is another document associated with this IFCB available for download that details the equipment the applicant wishes to purchase. The document lists equipment that the applicant prefers – they will also accept functional equivalents of said items.
NOTE: The BMIC box has been checked on the 470 in the event that your licenses are considered BMIC (not IC) by USAC. Bid those costs, if any, under Internal Connections on the cover page.
Compatibility Requirement
The requested equipment must be compatible with existing Alcatel-Lucent equipment.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project/upgrade. Bids for individual components of the project/upgrade will be disqualified.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors who wish to bid must attend one of two mandatory site visits. Vendors who submit a bid but have not attended a meeting will be disqualified.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bids that include equipment that were manufactured for use outside of the United States will be disqualified.
DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Bidders are required to be bonded up to $500,000.00 for the project.
