IFCB Requirements :
All Questions and Bids must be submitted using the on-line IFCB system. If the IFCB system is down before the deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.

Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

Please include the correct Service Provider Identification Number (SPIN) on your bid.

By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.

Contracts must not prohibit SPIN changes.

Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).

Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.

All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.

All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.

All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.

E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

Questions Received with Applicant Answers   ( Ask Questions? )

Is the district requesting to update licensing for 5YR on their existing APs or just the new APs being requested in this RFP? If so, how many APs do they currently have that will need updated licensing? The district has a HiveManager NG On Prem Virtual Appliance, so we do not have visibility in to their current device usage. But it does look like all of their support expired back in 2018.

Answer:

New Aps and Existing Aps will need to be covered in the new 5-year on each until end of life for support

137 x AP121 -  End of through August 2022:

60 x AP130

6 x AP230

Pertaining to the "UPS/Battery Backup" hardware referenced in the "INTERNAL CONNECTIONS Project B" section of the document "Gilmer C2 Attachment-2"; unfortunately, I noticed that there are no specifications listed for the UPS hardware. In order to provide the appropriate solution(s), please address the following: • Is there a specific VA rating required for the UPS system? If so, please specify (e.g. 1500VA): • Will the UPS hardware be mounted in a 2-post rack, 4-post rack, or tower format? Please specify: • Is there a specific runtime requirement in the event of a power failure? If so, please specify: • Will the UPS hardware require network monitoring and management (i.e. require built-in or separately quoted NIC)? If so, please specify:

Answer:

We prefer something similar to the https://www.cyberpowersystems.com/product/ups/or1500lcdrm1u/

Cyberpower OR1500lcdrm1u (bids for functionally equiv. equipment will be accepted)

All will be mounted in floor anchored 19” two post rack.

Are any of the WAPs intended for exterior use at the JHS or Intermediate sites?

Answer:

No, APs will be in the main buildings

For the 24 port and 48 port switches, do they need to be poe and do they need fiber uplinks? For the Access Points, do they need 802.11ac or 802.11ax (WiFi 6)?

Answer:

Switches need to be POE – switches need fiber uplink port and sfp.

Wifi Ap – 802.11ac

Will you need patch panels with the drops?

Answer:
 Yes

We noticed that the district has a request for a single point to point fiber connection (connecting two locations) and also is requesting only maintenance and operations for the majority of the district locations. Q1: How are all of the district locations connected and served today? Does the district own fiber in between the sites? We did not see any related FRNs historically that would reflect this on past Form 471 filings - unless we missed something or it was done without E-Rate funds. Q2: Will the district accept bids for an all-encompassing leased lit or dark fiber WAN solution connecting all district locations, or is there no need for this? Thanks!

The district owns the fiber between all locations.  It was installed pre-e-rate

There is no need for additional fiber connections
