Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

Contracts must not prohibit SPIN changes.
 
Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract. 
 
All applicable fees, surcharges, and taxes must be identified on the bid or your bid will be disqualified. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. If the applicant discovers that fees, taxes or surcharges apply but are not listed on the bid (after the time of bid awards) those charges will be the responsibility of the bidding company.
 
E-rate rules require applicants to evaluate the cost of eligible goods and services and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.
 
INTERNET ACCESS DISQUALIFICATION FACTOR: Any and all installation charges must be identified on your bid. If you submit a bid indicating that installation charges may apply without listing those charges, we will consider your bid incomplete and disqualify your bid.
 
The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.

Is Internet deliver directly to the Middle School Today? Or is the Internet deliver to the High School and then some type of point to point connection get it to the Middle SchooL? Please describe the type of connection are you using now?

Internet comes to the high school and point to point to Oakland's water tower and then to middle school.  Currently get 60 MB

What firewall system are you using today? Manufacture, Make, Model number Is this firewall to be used only for the High School Traffic or the whole school district internet traffic? If it is only used for the high school: How many students are there? How many staff are users? How many concurrent VPN users/connections need to be provided? How many ports and speed of the ports are needed? If it is used for the whole school district: How many students are there? How many staff are users? How many concurrent VPN users/connections need to be provided? Are you asking for this firewall to be installed and configured by the vendor, or will your own staff handle the install and configuration? Is the firewall also the cloud controller for your access points? If the vendor is to install will the school district provide a copy of the existing configuration to help complete the Installation?

We currently have Sonicwall NSA 3500. Whole school district. There are 600 students and 70 staff. There needs to be at least 5 VPN user connections. Firewall should be installed and configured by the vendor. The firewall is not a cloud controller. We will provide login to the current firewall to view for configuration.

We need to ask for the School's current UPS information; a) Manufacture, Make, Model number b) The number and type (Manufacture, Make, Model number) of devices it supports today? c) number and type (Manufacture, Make, Model number) of devices it will need to support? d) Please provide pictures of rack in which it will be installed. Or does the vendor need to supply a rack? e) Please provide a drawing of the room and the relationship of the rack and power receptacle for the UPS.

Answer:
 The Current device does not work. A new device needs to handle 3-4 MS225-48LP switches and just one HP server.  Vendor does not need to supply a rack. The plug in is directly beside the rack so there is no need for a drawing. We are encouraging recommendations for needs. Pictures will be uploaded shortly.

What are the current Cisco Meraki Wireless Access Points they use today a) Manufacturer, Make, and Model of existing Access Points. Please provide the number and type at each location (high School and Middle school. b)Do you use use a premise based or cloud based wireless controller, if premise based, please provide the Manufacturer, Make, and Model number c) Are these access points to add to the existing number of Wireless Access Points, or if it is to replace existing access points? d) Is the vendor to install and configure the access points? Or will your own staff complete those tasks? e) If the vendor is to install and configure the access points, is the wiring already completed to each location? f) If not please provide drawing of the locations in bothe the High school and middle school. g) If the vendor is to configure the access points, will existing existing configuration be supplied? Would we be given the information before delivery, so that they could be preconfigured? h) Will the Access Points need to be monitored? This would require access thru the firewall to provide remote monitoring.

All current ap's are Cisco Meraki models MR33 or MR16.  There are approximately 55 in the district.  New will be added to current ap's.  The vender should bid installation. Wiring is already there.  Configuration will not be needed. 

a) Is this is to replace an existing or in addition to existing switches at the Middle School? b) If it is an additional switch? Please provide the Manufacture, Make, Model number of the other switches and router that it will existi in that network c) is the Vendor responsible for installation and configuration? Or will you staf handle those tasks? d) If the the vendor is responsible can the configuration info be supplied ahead of time , so that the switch can be pre configured. e) is this device to be remotely monitored? If so will access be given thru the sites firewall?

Example: Meraki offers (1, 3, 5, 7 and 10 years) These devices are not to be continually monitored by the vendor? Correct? Future firmware upgrades are a vendor responsibility or will your staff handle that?

What is the total load in the VA's to power the equipment? How long of run time during an outage?

The voltage is unknown. The run time will need to be 30 minutes. We are only worried about short power outtages.
