IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules. See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval. The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
  
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: It will be the bidder’s responsibility to provide documentation about the compatibility requirements listed in this IFCB. Vendors that submit bids without documentation demonstrating the required compatibility listed in this IFCB will have their bids disqualified, unless that vendor has bid the preferred make/model number listed.
 
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.

·         DISQUALIFICATION FACTOR BMIC - Maintenance bids listing only an hourly rate and not a monthly or annual total will be disqualified. Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment. Bids that contain only hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total will be disqualified

Vendors wishing to submit bids for Category Two must attend one of two mandatory site visits. The site visits will be held on September 25, 2018, and October 4, 2018.   Vendors should meet at 200 West Oak, El Dorado, AR, at 8:30AM CST. Bids from vendors who did not attend one of the site visits will be disqualified.

How does the district plan to accept the 100G hand off? Do they want bundled interface or a single 100G interface?

 Each interface separate.

1. Your current WAN is the most technologically advanced school district WAN in Arkansas. It is a customized private wide area network specially designed and engineered to provide El Dorado School District No 15 with unparalleled resiliency, reliability, security and scalability not found in “Switched Metro E” service offerings. There is no other third-party traffic on the entire network. There are no third-party electronics to provide failure points and decrease performance. There is no off-site telco central office or cable head end. We assume that you want to continue with a dedicated network that is designed and built with dedicated fiber strands and electronics connecting all of your district sites? 2. EDSD No 15 is currently receiving 10 GB Committed Information Rate bandwidth to all locations. There is no sharing or throttling of bandwidth speeds on the network: ever. We assume that you would like symmetrical (CIR) bandwidth to each location (10 Gb is a full 10 Gb to all sites and not shared or switched)? 3. We assume that you would continue to require a carrier grade Service Level Agreement that provides at a minimum: a. Network Availability > 99.999% b. End to end jitter < 5 ms c. Are local permits required to perform the work listed in Category 2 for running buried fiber between the two campuses at the Yocum elementary?

Answer:
 

It will be the responsibility of the winning contractor to determine the path and any and all legal requisites for the construction. We will accept bids for any route the bidder deems to be cost-effective.

There was mentioned at the walkthrough about the vendor providing the SFP's for the fiber runs. Can you specify for which locations and how many for each?

Answer:
  2 SFPs for the run between buildings. If fiber is used instead CAT6A for MDF to IDF runs the 2 more for each MDF to IDF run. All IDF runs must terminate at the MDF. The vender may choose multimode OM4 or 5 or Single Mode. This is to include appropriate patch cables from the LIU to the switch.  

On one of the maps, there was mention of the Yocum portable building, spec'd SCH40 conduit with black 6a. We don't recall any discussion regarding the portable building today during the walkthrough. We would need to know the location, and estimated footage between the buildings?

Disregard that. There is no Yocum portable building. I was using specs that were for all of our sites. Yocum just happens to not have portable buildings.
