IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors must complete and include the C2 Cover Page with their bid. Bids received without the cover page will be disqualified.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Service providers are required to bid the entire hardware project/upgrade.  Bids for individual components of the project/upgrade will be disqualified.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Vendors who wish to bid must attend one of two mandatory site visits. Vendors who submit a bid but have not attended a meeting will be disqualified.
·         DISQUALIFICATION FACTOR INTERNAL CONNECTIONS: Applicant will not accept bids for refurbished equipment. Any bids containing refurbished equipment will be disqualified.

UPDATE: 11/28/17 3:21PM-The mandatory site visit being hosted on 12/6/17 has been pushed back one hour to 11:00AM.

UPDATE 11/17/17: Some of the wireless access points were previously incorrectly listed as going to the Elementary. We have corrected that mistake and they are now listed for the Middle School and the requests on the IFCB are now accurate.

Vendors wishing to submit bids for category two projects must attend one of two mandatory site visits. The first site visit will be held on November 28th and the second will be December 6th both beginning at 10:00 am. Vendors will need to meet at 620 Wyndotte Ave., Ramona, OK 74061.  Bids from vendors who did not attend either of the site visits will be disqualified.

What is the anticipated completion date?

Answer:
 November of 2018 is what we are shooting for but that depends on when the E-rate funding letter is received. 

Is this for Installation and configuration or just installation?

Answer:
 Both installation and config.

Who will maintain this network?

Answer:
 We decline to answer this question at this time. 

There is no controller listed in the middle school. Will the new APs tie into an existing network?

Answer:
 there is no controller at MS this is correct

Does Cable brand matter? What color cable? Cat 5e or 6? Riser or Plenum? Supports in ceiling existing? Would you like Cable supports for new cables in ceiling quoted? How would you like user end terminated, keystone or 45? How would you like rack side, Punch panel or 45?

Answer:
 1.     Does Cable brand matter?

No preference.

2.     What color cable?

Yellow, as that fits with the new cabling that was installed recently.

3.     Cat 5e or 6?

Cat6

Plenum will suffice

No current supports in the ceiling.

Punch panel. Open spaces in existing punch panels exists, there is no need to quote additional panels.

There were pages handed out today. One says total number of drops 40-6 require double run. The other says total number of drops 36-6 require double runs. One page heading is network drops other heading is ap drops. So the question arises how many total cables? 36, 42, 40, 46, 76 etc... ? Thanks!

What is the current wireless infrastructure at the ES and MS? Is it all Alcatel? Are you replacing all existing AP's or adding to the existing infrastructure? Are all AP's to be placed indoors?

Answer:
 The wireless infrastructure is all Alcatel.

We are NOT replacing all existing AP's
