IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. If for some reason the system is down before the respective deadline, please email your bid to info@crwconsulting.com or fax it to 918.445.0049. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Bids must identify all fees and charges (including installation charges, if applicable) that will be assessed to the Applicant to procure the services or equipment included in your bid.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms. Please include this language in your final contract.
 
·         All applicable fees, surcharges, and taxes must be identified on the bid. E-rate rules require the applicants to evaluate the price of eligible goods and services that will be listed on the 471 application during the competitive bidding process. Fees and surcharges that apply but are not listed on the bid will be the responsibility of the bidding company, should their bid be awarded.
 
·         If the Applicant is requesting bids for equipment with specific make and model numbers listed, the Applicant will also accept bids for functionally equivalent equipment.
 
·         The winning vendor will be required to complete the USAC approved Item 21 template for the project within 7 working days after notification that the vendor has won the bid.
 
·         DISQUALIFICATION BMIC - Maintenance bids listing only an hourly rate and not a monthly or annual total will be disqualified.  Vendors quoting an hourly rate are required to also a) confirm that you have the ability/expertise to maintain all of the equipment listed and b) propose a number of hours at a particular rate monthly to properly maintain the entire list of equipment.  Bids that contain only hourly rates, without confirmation that the company can service the list of equipment, or without a monthly total will be disqualified.
 
·         DISQUALIFICATION FACTOR C2: Service providers are required to bid the entire hardware project/upgrade.  Bids for individual components of the project/upgrade will be disqualified.

CATEGORY TWO PROJECT DETAILS:
 
Applicant is requesting new equipment to be purchased and would also like bids for basic maintenance and managed internal broadband service on the new equipment.  There are three separate projects:  Project A is for IC; Project B is for BMIC; Project C is for MIBS.  There is another document associated with this IFCB that is available for download now that details the equipment for these Category Two Projects.
 
CATEGORY TWO VOLUNTARY WALKTHROUGH DATES:

There will be two voluntary walkthrough dates for the Applicant’s Category Two Projects.  The first will be Monday, November 21, and the second Monday, November 28; each between 9am and 3pm.  Interested vendors need to RSVP to erate@asteccharterschools.com.  This email address is to RSVP only and should not be used to answer any questions or submit any bids/proposals.

Do you have a specific model number for the Firewall, Racks, Router, Switches, WAP's and UPS's?

Answer:
Please do not submit the same question multiple times.

With regard to specific model numbers for equipment, we have no particular model numbers in mind. 

 

However, our current switches and WAP's are Cisco and we have had enjoyed excellent performance from them. So, I'd say that we would like to continue with Cisco for switches and WAPS.

 

Firewall: Cisco,  Watchguard or Barracuda

 

UPS: APC 2200 Series

 

Rack(s): No particular preference.

Do you have a specific model number that you prefer for the switches, WAP's, Router, Firewall, Rack and UPS?

Answer:
 With regard to specific model numbers for equipment, we have no particular model numbers in mind.

Do you require any specific features on the switches or just standard layer 2 functionality and management? Do you know the required port count, port speed, port media (such as SFP ports for fiber) on the switches? What is the required throughput for the firewall? Is there any special features required on the firewall such as web filtering or intrusion prevention (these are subscription services) Is plenum required on the cable? CAT5e or CAT6? Are all ceilings drop tile? For the antennas are you looking for just standard omni directional antennas? Are the walls made of sheetrock within the building or are they cinder block or other material? What are the required specifications of the router, do you have a reference model number?

Answer:
 I apologize for not being able to give more specific answers, but here are the best answers I can give at the moment: 

 

1. For our switches we are looking at 48 port managed switches with fiber capability.(along the lines of the Cisco WS-C3750V2-48PS-E)

 

2. As for a firewall,  we need a good quality (well rated) device with emphasis on security, reliability, content filtering and value.

 

3. CAT6 Plenum, mostly sheetrock walls, omni directional WAP's (either Aironet or Aerohive).

 

If you have any recommendations, suggestions and/or additional questions, please feel free to submit them.

Thank you for the answers, I had a couple of follow up questions. Can you tell me what your current Internet speed is? This is usually indicated by #x# for example if you had 100mbps download and 100mbps upload, you would have 100x100. Do the access points have to be aerohive? In otherwords would they have to be part of an existing controller based infrastructure, or is this for a brand new/replacing the existing system?

Answer:
 Aerohive or equivalent, Cisco is fine as well.
