IFCB Requirements :
·        All Questions and Bids must be submitted using the on-line IFCB system. Bids or questions submitted in this fashion will be disqualified if the on-line system is active at the time of submission.
 
·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·        Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).
 
·        VENDORS WISHING TO SUBMIT BIDS  MUST ATTEND THE PRE-BID CONFERENCE.  BIDS RECEIVED FROM VENDORS WHO DID NOT ATTEND THE CONFERENCE WILL BE DISQUALIFIED.
  
·        If the Applicant is requesting bids for equipment with specific make and model numbers listed, the Applicant will also accept bids for functionally equivalent equipment.

UPDATE 2/15: A SPREADSHEET HAS BEEN ADDED FOR LIT FIBER PRICING.

UPDATE 2/12: FOR THE LIT FIBER REQUESTS, WE WOULD LIKE TO SEE BIDS AT A 3 OR 5 YEAR TERM, PLUS A FULL 10 YEAR TERM.

UPDATE 2/3: the requirement for vendors to obtain SPIN before bid submission has been removed (we encourage bidders to obtain one ASAP, but it is no longer a disqualification factor). 


 Lit Fiber – 2 x 10 GB connections from Aspen Creek Elementary School, 10325 S 188th St., Omaha, 68136 and Aspen Creek Middle School, 18414 Summit Dr., Omaha, 68136. Both will go back to the district hub at Gretna Middle School, 11705 S 216th St., Gretna, 68028. Please provide separate pricing for any installation, activation, or initial configuration. Please also provide separate pricing for any maintenance and technical support. Applicant is requesting a payment plan of 4 years for construction costs of circuit.

 

Self-Provisioned Fiber – For 2 schools plus equipment. Applicant will accept bids for functional equivalents when a preferred make/manufacturer is listed. DISQUALIFICATION FACTOR: There is a mandatory pre-bid conference Friday, January 29, 2016 at 2:00 pm. Bidder should meet at Gretna Public Schools Administration Building located at 11717 South 216th Street, Gretna, NE 68028. Bids received from vendors who did not attend the pre-bid conference will be disqualified.

Questions Received with Applicant Answers   ( Ask Questions? )




Please provide the make and model number of the switches by location. Also, will there be 10Gbps port available?

Answer:
 The lit fiber should be terminated into a SC type fiber panel.  We will then use SC-LC fiber patch cables (single-mode) to connect to a 10gig port on our switch. We do not currently have switches purchased yet but have DLink DGS-3620 listed as our preferred equipment on the 470.  The DGS-3620 is a layer 2-3 switch that is already the currently connectivity switch at our other buildings.

 

Who will be responsible for the surveying costs for the duct paths to 180th st.

Answer:
 Per Section 017300.3.3.B, the surveying is the responsibility of the contractor.

If crops are planted in the fiber duct route, will there be any liability for the contractor for damage to any crops?

Answer:
 A no crop area will be established providing a 25 ft buffer from the fiber optic line. This area will be from the south property line to thirty (30) feet to the north, from 180th Street to west to 183rd Street.  A no crop area will be established from the north property line ninety (90) feet to the south, from 180th Street 475 feet west, then from the north property line 55 feet south extending west to the Waters of the U.S.  Any crop damage incurred outside of these limits will be the contractors responsibility.

Are there as-builts available that would indicate the depths of the existing fiber at the intercept points?

Answer:
 No As-Built drawings available, general boring depth was 15ft except at Handholes which are approximately 4-5ft deep.

Is the slack at the cornhusker rd vault to be moved south to the vault at #10 ? Are all 24 fibers to be spliced at #10 and #2 or will these be ring cuts? If ring cuts how many fibers spliced?

Answer:
 No the slack loop at Cornhusker Rd is to remain. The fiber optic cable will be cut at both locations noted by Keyed Note No. 10 and No. 2 and all 24 strands spliced to the new fiber optic cable. The existing fiber optic cable between the these locations will be abandoned.

IS the keyed note #3 in the middle of the north route a mistake or is there an additional vault a that location that is not indicated? Duct depth at that point is marked at 15 feet.

Answer:
 Keyed Note No. 3 should be moved to marker post by handhole HH-1 shown approximately 500ft West.

Will all the ducts placed under other contract contain pull rope or will it need to be placed under this bid ?

Answer:
 For each duct installed under separate contract, a nylon pull cord is specified to be installed in each duct by that separate contractor.
