·        Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts must not prohibit SPIN changes.

·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·        Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).

UPDATE 2/12/2016: FOR THE LIT FIBER CONNECTIONS, WE WOULD LIKE TO SEE BIDS AT A 3 OR 5 YEAR TERM, PLUS A FULL TEN YEAR TERM. FOR COST COMPARISION PURPOSES, IF YOU CAN PROVIDE 10 GB CONNECTIONS TO THOSE SITES, PLEASE INCLUDE THAT PRICING IN YOUR BID.

UPDATE 1/18/16: The original 470 that was posted with this IFCB did not indicate that we were looking for payment plans with the project. That was incorrect, the district is interested in payment plan options and the new 470 posted today, 470 #160019449,  indicates that preference.

Please describe the switching environment at each of the locations listed in the RFP? Specifically what manufacturer and model number of switch do you have at each site? And how many and what type of ports would you have available for insertion of service provider SFP modules? - (As an example; High School – Cisco 3500, 2 (two) open 1.0 Gbps SFP slots and 1 (one) open 10.0 Gbps SFP slot)

Answer:
 We have either juniper ex3300 or ex4200 at all sites with one 1gig sfp port open.

Does this project fall under the guideline and require to be priced using prevailing wage?

Answer:
 Kansas does not have a “prevailing wage” law. The answer to the question is NO.

What is the last day we can request a walk-thru?

Answer:
We have a planned site visit for vendors:  9:00 am Tuesday, 2/16/2016 at the Administration Building, 1745  West Grand Ave., Haysville, KS  67060. If that doesn’t work for you please submit a new question. 

We have a few questions we need answered for the Haysville fiber project. We would appreciate it if you would be able to pass these on. 1) Manhole specification is referenced on page 18 item d. This spec calls out for a minimum diameter of 3’, but sized appropriately for conduit entrances and required splices. The question is - What type of material is acceptable for these manholes, i.e. – concrete, fiber composite, etc.? And - Is there a minimum dimension if one would use a square or rectangular dimensioned manhole? 2) Is there a specified cable support system to be installed in the manholes? In the specs on page 22 item o, there is a reference to a splice enclosure with splice-tray organizer. Also, Will there need to be some cable management system required for the fiber loops in each manhole.

Answer:
 1)  What type of material is acceptable for manholes, i.e. concrete, fiber composite, etc.? 

  • Any material is acceptable so long as the manhole meets H-5 load standards.

2) Specifications call for minimum 36" round manholes.  Is there a minimum dimension for a square or rectangular manhole?

  • The 36" round manhole is predicated on the manhole needing to contain two to three 50' service loops and possibly one splice enclosure.  A 36" round manhole would require 14 loops to contain 100' of service loop and 21 loops for a 150' service loop.  That being said, a 3' x 3' square manhole or a 2' x 4' rectangular manhole would provide similar service loop storage capacity and would be acceptable.  In manhole locations where there is no splice enclosure and where only two 50' service loops need to be contained, a 2' x 3' rectangular manhole would be acceptable.

3) Is there a specified cable support system to be installed in the manholes? In the specs on page 22 item o, there is a reference to a splice enclosure with splice-tray organizer. Also, Will there need to be some cable management system required for the fiber loops in each manhole. 

  • A cable support system is not required, but may be proposed either as part of the base bid or as an option to be considered by the school district.

what type of bid format is used "lump sum" or "per unit". Is there a standard bid template?

Answer:
 We do not have a standard bid template.  Please include detailed itemized pricing in your bid.

The RFP documents don’t outline the route and proposed distance between the Administrative Building and Ruth Clark Elementary. Can that information be provided?

Answer:
 The route between the Administrative Building and Ruth Clark Elementary is shown on pages 1, 7, 8, 9, 10 in Appendix B.
