IFCB Requirements :
·        All Questions and Bids must be submitted using the on-line IFCB system. ·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·        Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).
 
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

 Local Phone Service including 2 PRI circuits –  49 analog/POTS lines and 760 DID  lines. Terminating location for the PRI is 325 7th St, Steamboat Springs, 80487. Long Distance Service – 95 lines
 
Cellular Phone Service – 37 lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.
 
Internet Access – 1 Gb bandwidth. The terminating address for this circuit is 325 7th St., Steamboat Springs 80487. The district prefers a one year contract for this service. Please provide separate pricing for any installation, activation, or initial configuration.  E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding internet access service, please identify the amount to be cost-allocated out for the ineligible services – email service, web hosting, content filtering, or other bundled ineligible services.

CATEGORY TWO PROJECT DETAILS -:
 
Strawberry Park ES – 100 WAP, Avaya AC Gen 2 or functional equivalent and 3 x 48 port POEplus switches.
Soda Creek ES - 100 WAP, Avaya AC Gen 2 or functional equivalent and 2 x 48 port POEplus switches.
 
There are maps of each school available to download. There are 4 modular classrooms for Soda Creek not included in the drawings. SSSD will assist with Hanging but vendor needs to plan from unboxing, configuring, turnup and testing of the Access points.  They will also assist in configuring with existing Avaya Identiy Engine and 802.1x setup.
 
 
We are wanting High Density for all our classrooms and Good coverage everywhere else.  Maps are attached of both facilities with Soda Creek being a two floor building.    We have suggested AP placements on the map but these are just a suggestion by us.  Please modify as you see fit.  I will attach a marked up map and an empty map for your use.    We are an existing Avaya shop so you will need to integrate these Access Points and configure profiles for our needs at these facilities with our existing AVAYA setup.  These AP’s require POEplus so you will need to plan on Avaya Switch for this. Minimum 48 port per switch required.  We currently have 5698 or 5650 switches so you will need to plan on joining these stacks also.  Each AP requires 2 Ethernet cables to they will need to be configured in the switch as lag or whatever else is necessary.

We would also like for providers bidding on Category Two projects to also submit your bids in normal format – a word/excel/PDF as you normally would. The winning Category Two vendor(s) will be required to complete, for each school and all shared equipment, the 2016 USAC C2 Templates when they become available.  Once available, the templates will be due in a 14 day time period.

Questions Received with Applicant Answers   ( Ask Questions? )




How many school projects are needed? By the maps it is two locations. What 11ac version is being requested, wave 1 or wave 2? Is this for installation of all APs as well or just equipment?

Answer:
 Two schools are being requested.  Soda Creek Elementary and Strawberry Park Elementary.  Wave 2  AC for Avaya AP's (or funct. equivalent).  Quote it all, but please provide line item pricing for the install costs for each location. If we don't think the install costs are cost effective we may decide to install ourselves. 

What transceivers do you require to connect to the already in place 5650 and 5698? What lengths of stacking cables are needed for the new switches?

Answer:
 The 5600 series switches will only take XFP’s for transceivers.  The new wireless will require POEplus therefore it is a different switch so it will not stack with existing 5600 series switches.  It will be uplinked be fibre cable.  I would get 7 foot to be safe.  

Can you tell us anything extra about the existing infrastructure that may improve the accuracy of our bids? Has there been a predictive site survey conducted?

Answer:
 We have Aruba wireless now with good coverage.  Not one in every classroom but close.  We will have wires to these locations.  There has not been a site survey performed. 

For the installation services, what does installation include? Running the cabling? Installation of the WAP's and the networking gear? Configuring the switches and WAP's?

Answer:
 Wires will be there.  

You tell us options.  The wires will be there for AP’s. I would assume if your name is tied to it then you would want to touch as many things as possible to avoid the calls later.  

Is current cabling cat6 or better? Is testing equipment available to the school to certify and test cable?

Answer:
 Soda Creek Elementary is all CAT 6 primarily with smattering of CAT 5E.    We have tools to test cable, not sure if tool can certify.  We have existing wiring connected to AP’s currently.  If wiring is an issue we will resolve.  

Strawberry Park is primarily CAT5 with a mix of CAT 5E.  If we ran a new cable it is CAT5E but if we back pulled to ceiling from existing wall connection it is CAT5.  We are nervous about this but it is proving to not be a concern.  We already have another school in exact same situation and if is fine.  We would like to upgrade the wiring for this but we are not doing this at this time.  If wiring becomes an issue we will deal with it outside of this project.  It has not proven to be so we are assuming it will stay that way but do recognize the concerns.
