·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.

UPDATE 1/18/16: We're cancelling the request for the Lit Fiber Point to Point connection listed below from  3500 Neely to 615 W. Missouri. We've posted a new 470/IFCB #160018377 for this connection at a different bandwidth. Please see IFCB number 160018377 to bid this circuit.

Local Phone Service –  800 analog/POTS lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.
 
Long Distance Service – 950 lines, approximately 8,000 minutes used per month.
 
Cellular Phone Service – 190 lines. Internet Access – 2 x 2 GB bandwidth. District would like bids from 2 GB up to 10 GB for both connections. One will go to 615 W. Missouri, Midland 79701 (432)689 and the other one will go to 3500 Neely, Midland 79701 (432)689. Please include bids for the increments of 4 Gb, 6 GB and 8 GB. Please provide separate pricing for any installation, activation, or initial configuration.  Please also provide separate pricing for any maintenance and technical support.  District would like proposals to include CIPA compliant filtering service if available. Each connection needs 30 public ipv4 addresses and static routing. On the second tab of the download are two sites which the district would like a minimum of  2 x 10 GB up to 4 x 10 GB, please include 3 GB increments for these two sites. Lit Fiber Point to Point – Applicant would like a point to point connection from 3500 Neely to 615 W. Missouri with a minimum of 2 x 40 GB to a maximum of 2 x 60 GB. Strict SLA for low latency and high uptime. Please also include a bid for 2 x 50 GB. Please provide separate pricing for any installation, activation, or initial configuration.  Please also provide separate pricing for any maintenance and technical support. District would like a two year payment plan for any special construction charges.

The RFP requests pricing using funding Erate 2.0 and assume district will pay Special Construction Charges. Will the district also consider dark fiber, managed dark (including modulating electronics) as well as lit service?

Answer:
 No, USAC will only fund the services that are listed on the 470. Dark Fiber and Managed Dark Fiber are not listed on this IFCB/470.

Our current WAN infrastructure provides a 1GB connection into a private cloud from each remote site with a 10 GB connection to that cloud at 3500 Neely and 2 x 10 GB connections at 615 W. Missouri.  This allows any site to connect directly to either 3500 Neely or 615 W Missouri.  Technically, it allows any site to communicate directly with any other site.  We would like to maintain the connectivity/resiliency that we currently have with any site being able to connect directly to either 3500 Neely or 615 W. Missouri.

 

2. Is Midland ISD requesting pricing for 42 x 1Gb -10Gb WAN connections to be terminated at both 615 W. Missouri Ave and 3500 Neely Ave? 

 

Please see question 1.  We would like to maintain the connectivity/resiliency we currently have (the ability to connect to any other site on the WAN) through either of two sites.  We would like to know whether the provider has the ability to move one of the hub sites to another one of the WAN sites, in the future, and any cost or penalty to do this.

 

3. Will Midland ISD consider a fixed-term multi-year agreement for the WAN and the P2P between Midland and San Antonio? 

 

We will consider 1, 3 or 5 year terms.  Please provide any discounts for the longer terms.

 

4. What is the expected delivery date for the all services included in the RFP?

 

Expected delivery date is prior to July 1, 2016, for all services included in the RFP.  Billing should commence on July 1, 2016. 

How many DID numbers associated with this SIP services? Will this be new numbers or ported from the existing provider?

Answer:
 Q:  How many DID numbers associated with this SIP services? 

A: Midland ISD owns a block of 10,000 numbers, area code 432 with prefix 240, and manages its phone system internally.  Half of the numbers (5,000) would be assigned to the provider with the winning bid, at the 615 W. Missouri location. 

Q: Will this be new numbers or ported from the existing provider? 

A: These will be existing numbers ported from the existing provider.

Please verify the entity name or department which is located at 1300 S. Midland Dr, Midland, TX 79703 as listed on this RFP for the DSL Connection. When this address is searched on Google it returns it as Loretta's Answering Service. We are trying to verify serviceability to this address.

Answer:
 The district is cancelling the request for this DSL line. Please do not bid the DSL connection to 1300 S. Midland Drive

Does the district realize that a new fiber network cannot be built by July 2016? Will the district work with vendor on transition plan to deliver new fiber network during Erate Year 19?

Answer:
 We are hoping to get the turn up as close to 7/1/2016 as possible. We will work with the winning vendor to achieve the earliest install date possible, if 7/1 is not an option

Are there entrance conduits from the Public ROW into the schools equipment space? If Yes is there a map or diagram of where those originate? If No will there be construction of conduit required inside the schools?

Answer:
 Conduits/pathways exist from the public ROW into each building, typically to a main phone or network closet.

Does the district care about oversubscription on the WAN? It looks like the connections are oversubscribed 2:1 or 4:1 depending on the hub. As the remote sites are upgraded beyond 1G, 1) what would be the acceptable oversubscription? 2) what is the preferred handoff? nx10G or 40G or 100G?

Answer:
 The preferred handoff is nX10G.  There is no preferred oversubscription ratio.  MISD will consider the range of WAN and Internet speeds bid to reach a decision.

What are the District's requirements for DPI bandwidth throughput utilizing CIPA?

Answer:
 The district requires that any internet filtering service provided with the Internet access allows the circuit to operate at its full speed.  That is, any deep packet inspection or other processing of the traffic should not be a bottleneck to throughput.   The filtering service should be CIPA compliant as explained here:  https://www.fcc.gov/consumers/guides/childrens-internet-protection-act 

Costs for filtering are not eligible and should be identified as a separate line item on your quote.
