IFCB Requirements :
 ·        All Questions and Bids must be submitted using the on-line IFCB system. ·        By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·        Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·        Contracts must not prohibit SPIN changes.
 
·        Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·        Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·        All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·        All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·        Prices must be held firm for the duration of the associated E-rate Funding Year(s) or until all work associated with the project is complete (including any contract and USAC approved extensions).
 
·        E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

·        DISQUALIFICATION FACTOR: Service providers are required to bid an entire Project.  Bids for individual components of a single project will be disqualified.

 Local Phone Service – Approx. 7 lines. Long Distance – Approx. 7 lines and average 2,100 minutes used per month.
Cellular Phone Service – Approx. 3 lines. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.
Internet Access – 50 Mb to 100 Mb bandwidth. I have a couple of questions for the E-Rate 470 form you sent out, if you could please answer them so I can build a solution that’d be much appreciated: Category 1 Type of voice requested (Analog POTS, PRI, VOIP, etc). Cell phones we need to know phone type and data plan needed per phone, as well as relationship with the customer. Specific bandwidth for the location as well as medium (coax, copper, fiber) Category 2 Routers What is their WAN connect? What kind of services/features do they need to support? (voice/security/UCS) What throughput do they need to support? Are there any growth plans for this? Access Points How many users do you need to support or is this a high density environment? What kind of spatial steams do you need? Do you want a cloud solution or controller based? Do you need 802.11ac support? Switches How many ports do you need? Do you need POE? Where will this be in the network? What kind of uplinks do you need? (1G or 10G) Do you need transceivers? Any services/features you support (layer 2 or 3) Do they need to be stackable? Thanks, Mike

I am the Superintendent of Mason Public Schools...we do not have a dedicated IT staff person.  Phone voicemall is analog,  Cell phones 3 total, Samsung, 40 gig data plan shared, 1400 shared minutes.   wrieless.  Bandwith needed is 100MG, WAN is internet only, support services need to be able to support 100M, No growth plan,  wirless devices=200, Controller based, 802.11 ac support = Yes, Ports = 500, POE=as recommended, Give options for both, service features= as recommended.

Do you need stacking capabilities for the switches? Also, how many 24 port and 48 port switches do you need, since it seems you have both in your environment currently?
