Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

CATEGORY TWO PROJECT DETAILS:
The Applicant wants to achieve a solid wiring infrastructure for all campuses at Monticello School District to deliver the data, content, and other information to the classrooms and benefit both the learning for the students and a better teaching experience for the teachers and faculty.

BELOW IS THE EQUIPMENT THAT WILL BE SHARED AT THE DISTRICT BETWEEN THE ES, MS, HS, AND INTERMEDIATE SCHOOLS:

Router – Applicant is requesting an Ecessa Shieldlink 4000 or functional equivalent.  Vendors are encouraged to submit bids for equipment that provides the same functionality as the Ecessa.  Costs for ineligible features should be identified on the bids so those costs can be backed out.

BELOW IS THE EQUIPMENT THAT IS NEEDED AT EACH CAMPUS – MONTICELLO ES, MONTICELLO HS, MONTICELLO INTERMEDIATE, AND MONTICELLO MS.

CABLING  – Approx 8,000 feet of Cat 6 cabling for replacing Cat 5e or Cat 6 data cable that is not usable or is considered a bottleneck in the network.  Repair of Cat 5e and Cat 6 and fiber cable within each campus that would include:  toning and labeling all existing cables at both ends of link that are in good working condition.  If any cable is no working or damaged, replacements will be needed.  All Cable closets and racks/cabinets need to be upgraded to bigger units if existing cable, switches, and other devices are not installed correctly.  Labeling will need to be done in the racks/closets/cabinets as well.  Connectors, patch cables etc will need to be included.

Patch Cables – Approx 14-16 depending on # of ports supplied and available after work completed for future growth.  No preference of manufacturer, but will need to work with the cabling that will be either installed or is already in the racks, etc.

PATCH PANELS – Approx 30-40 smaller or bigger devices depending on different campuses throughout the district needed so cables that come back in to the rack from endpoint devices and areas are not plugged directly into switch ports.

CABLE RACEWAY/CONDUIT/DATA JACKS/BOXES/CONNECTORS/ETC – This will be needed for all data cables, jacks, and everything that is being upgraded.  Panduit or functional equivalent is preferred.

RACKS – Approx 30.  We are anticipating a total # of racks and cabinets to be approx 30 or more depending on the amount of room currently used and room that will need to be available after the cables in each cabinet, rack, or closet are fixed correctly.  No preference on the make or model of the rack system as long as the upgrade will have room for additional devices/cables in the future.

SWITCHES – Approx 13-15 depending on models and # of ports supplied and available after work completed for future growth.  POE/Gigabit managed switches, GBICs, and media converters if not replaceable will need to be upgraded.  HP is the preferred manufacturer and applicant will accept bids for functional equivalents of each item.

UPS/BATTERY BACKUP – Approx 40.  No preference on manufacturer as long as the runtime and functionality performs at the needed volume.  Sizes and number of UPS devices depend on racks, cabinets, and closets depending on addition of devices and ports in the individual locations.  We anticipate approximately 25-30 bigger devices or 35-40 if smaller units required.

We can only deliver PRI or SIP trunks. Does your PBX supports PRI or SIP?? What is the total quantity of voice lines 55 or 110? Our service includes unlimited free usage nationwide & Canada.

Answer:
 A1)  We currently have analog phone lines and would like to keep this for this Erate RFP. 

A2)  Total phone lines needed is approximately 60 with both Local Phone Service and Long Distance Services available on the 60.

We were awarded the Arkansas State Contract for our Aggregation appliances, so I don’t know why we would need to still bid on E-Rate applications. Could you please explain further?
