IFCB Requirements :

Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Bidders for all services and products (except for tariffed telecommunications services or month-to-month services which do not have a related contract) must also submit a contract for products or services.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

Local Phone Service including 1 PRI Circuit – Approx. 46 lines. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Long Distance Service – Approx. 5,000 minutes used per month.

Replacing older network switches (many are over 10 years old). There is another document available for download (Prairie View C2 list) that details the equipment the applicant would like to purchase. Applicant will accept bids for functional equivalents when a preferred make/manufacturer is listed.

1. What does the end user use for Access Points? 2. Any hardware specifications on the switches the district is requesting?

Answer:
 1. Access Points are Ubiquity Unifi AP Pros

2. We specified specific HP switches by model number. Those are the hardware specifications.

For the 4208 switches we will need more information, this has been replaced by the 5400 chassis we will need to determine: If an POE is needed (if so what are we powering and how many ports)? How many total ports of 1g 10g and 40g are needed? Are any fiber connections needed? Is redundant power needed?

On FCC Form 470 Number 160006441 Funding Year 2016, for the category 2 switch components, you have requested 3 different HP switches of which all have gone “end of sale” by HP this year. The switches are no longer available for sale or quoting as new. I would doubt that it is the school districts intent to refresh a 10 year old network with a discontinued product. They are easier to support, configure and scale.

They currently have HP Procurve 4208-96 vl switches (J8775B) Are they interested in keeping that chassis style switch, or will they be OK with stacking switches, or do they even care if the switches stack?

Answer:
 We have a GB backbone. These switches will each have an individual Gb uplink to the backbone switch, so they will not need to stack. We are looking at keeping the same number of 100Mb ports available so chassis style is less important then capacity.
