IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.

·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Bidders for all services and products (except for tariffed telecommunications services or month-to-month services which do not have a related contract) must also submit a contract for products or services.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.
 
·          E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding VOIP phone service, please identify the amount to be cost-allocated out for the ineligible features such as voicemail, conference bridge, DID lines, caller ID, or other bundled ineligible services.
 
·         NETWORK UPGRADE/CATEGORY 2 – VENDORS WISHING TO SUBMIT BIDS FOR THE CATEGORY TWO PROJECT MUST ATTEND ONE OF TWO MANDATORY SITE VISITS.  BIDS RECEIVED FROM VENDORS WHO DID NOT ATTEND EITHER MEETING WILL BE DISQUALIFIED.
 
·         DISQUALIFICATION FACTOR: Vendors are required to submit bids via the template “Internal connections – Template V15 – 1” or “Basic Maintenance Template V15 – 1” or “Managed Internal Broadband Services (MIBS) Template” for each individual school that is receiving equipment and a separate template for all shared equipment.  Please name each template for the name of the school and project.  Example:  “Smith Elementary School Wireless Project” or “Wireless project shared equipment for all schools.”  Vendors that do not submit bids in the required template format will be disqualified from the process.
 
·         SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE HARDWARE PROJECT/UPGRADE.  BIDS FOR INDIVIDUAL COMPONENTS OF THE PROJECT/UPGRADE WILL BE DISQUALIFIED.

Services and Equipment Requested :
 Local Phone Service including 1 PRI Circuit – Approx. 22 lines.The terminating address for the PRI circuit is 611 Beasley Rd, Steele, 63877 (573)695. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. Long Distance – Approx. 600 minutes used per month.
 
VOIP phone service – Approx. 6 lines with 90 extensions. Companies that bid VoIP service are required to bid a separate circuit for VoIP connectivity if the applicant’s current Internet circuit is not appropriate for your VoIP service. Bids submitted without pricing for a separate circuit will indicate to the applicant that no additional connectivity is necessary to allow your service to function properly. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. PROVIDERS WISHING TO BID ON THE CATEGORY TWO PROJECTS MUST ATTEND ONE OF TWO MANDATORY WALKTHROUGHS SCHEDULED ON DECEMBER 2, 2015 AND DECEMBER 10, 2015 FROM 1:00 PM – 3:00 PM. BIDS RECEIVED FROM VENDORS WHO DID NOT ATTEND EITHER MEETING WILL BE DISQUALIFIED.

Do you have existing wireless? Preference on switches?

Answer:
 We have a couple of cheap APs in the building that will go dark after this project is completed.

 

No preference on switches other than the attributes listed ( gigbit, POE and managed)

What is the address for the walkthrough?

Answer:

1. What is the district currently using for WLAN (APs, Switches)? 2. Is there time for a brief conversation around Aerohive and our partners in the area?

Answer:
 Currently I have 2 Cisco 48 port 10/100 switches in this building with a fiber media converter bringing the network in. I have 4 Ubiquity UniFi APs that will come out on turn up of the new equipment. 

 

2. We are familiar with and will soon have Aerohive products. Of course, you can attend one of the site visits

Can you bid on the VOIP phone service and not bid on the PRI Circuit with the approximate 22 lines? Did you mean to include the PRI circuit for bid?

Answer:
 1.       Yes

2.       We prefer that you bid all voice services, including the PRI in your bid. You are not required to do so, but we would prefer vendors to bid all voice services if possible. 

Do the wireless access point need to be a specific brand and type?

Answer:
 My High School is AeroHive and we prefer to stay with that.
