IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Bidders for all services and products (except for tariffed telecommunications services or month-to-month services which do not have a related contract) must also submit a contract for products or services.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

Services and Equipment Requested :
 Local Phone Service – Approx. 6 POTS lines. Long Distance – Approx. 2500 minutes used per month.
Hosted VOIP phone service – Approx. 95 handsets. To area code (870) prefix 587. Companies that bid VoIP service are required to bid a separate circuit for VoIP connectivity if the applicant’s current Internet circuit is not appropriate for your VoIP service. Bids submitted without pricing for a separate circuit will indicate to the applicant that no additional connectivity is necessary to allow your service to function properly. E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. What is the district's incoming bandwidth speed and speeds between campuses? What is the breakdown of telephones per campus and per data closet? This is necessary for supplying accurate POE switch gear.

Answer:
 Internet speed is symmetrical 1 Gig. All inter switch connections are 10 Gig. We have sufficient POE. Please note that most on-premise equipment for hosted VoIP is not E-rate eligible and if you are quoting ineligible equipment the price for that equipment must be identifiable so we can back it out of the application. 

Is the district requesting an complete new VoIP solution? Handsets, software, ect?

Answer:
 Yes but the solution has to be hosted.  Please make sure you identify any ineligible costs separately on your bid so they can be backed out before we apply for funding.

Can you describe what the 6 lines will be used for as well as the breakdown for each location? Can you provide the number of VoIP handsets per location? Do you have existing IP phones? If so, can you provide the make and model? Are new IP Phones being requested?

Answer:
 The 6 lines will be used for fax machines. There are about 25 phones at each school. Yes we have Aastra 6757i. Yes, new phones are being requested. Please make sure you provide separate pricing for the phones - those are not E-rate eligible and will need to be backed out of the application. 

For the Hosted VoIP service being requested, what features are required for the 95 end points?

Answer:
 Features requested: programmable smart keys, see ringing and answer other phones in the same call group, at least 3 parking spaces for the district to share, voicemail, call waiting, call forwarding, conferencing

Will any telephone numbers need to be ported from the current Hosted VoIP provider? If so can you please provide any numbers that need to be ported?

Answer:
 Main building numbers and fax lines will need to be ported: all 870 area code.  238-5020, 238-5030, 238-5040, 238-5040, 238-5050, 238-5060, 238-5070.  Fax lines: 238-5011, 238-5009, 238-5033, 238-5043, 238-5053, 238-5063

Are there any features required for the 6 analog CO (POTS) lines in addition to the 2500 LD minutes?

Answer:
 They must support FAX machines 

Will the Hosted VoIP Solution require integration to a Paging/Bell/Intercom system?

Answer:
 No, our paging/intercom is separate.

We submitted a few questions on the 28th and with the school system being out until at least the 4th of January 2016 we are requesting an extension of the Bid Deadline just until we can get the questions answered from the district. The School District may be able to answer the questions on the 4th which would give us a little time to prepare a response to the IFCB but in the case that the answers to the questions are not received in time is there another recourse that we can take?
