IFCB Requirements :
 ·         All Questions and Bids must be submitted using the on-line IFCB system. ·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.

·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
  
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.

WAN Connectivity – New 1GB connection needed from the hub location at 133 Buvinghausen Street, Tomball, Texas 77375 (also known as 1302 Keefer Street, Suite B)  to the new Creekside Park Junior High located at 8711 Creekside Green Drive, The Woodlands, Texas 77375.  Please include separate pricing for any installation, activation, and/or initial configuration costs.

CATEGORY TWO PROJECT DETAILS:
There is another document available for download (Tomball ISD C2 List) that details the equipment being requested at each school.  There are two Category Two Projects.  Project A is for Access Points only.  Project B is for Switches only.  Please include pricing for installation, activation, and/or initial configuration costs.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available. 

Project A: Access Points
Tomball ISD prefers wireless Access Points (AP’s) that can be controlled by our newly upgraded Aruba Wireless Controllers and use our existing Aruba Licenses. The entire TISD Wireless infrastructure is Aruba Wireless.

Pricing must also include ceiling tile mounts for all Access Points.

The contractor must be certified as an Aruba partner at the Gold or Platinum certification level.

When equivalent equipment and accessories are bid, then the vendor must provide model name, model numbers, and brand and model specifications.

Who does the client currently have and is this in addition to or replacing current vendor?

Answer:
 We decline to answer those questions. 

The Tomball ISD 470 states they are looking for 60 cellular voice lines. Could you let me know if these should be smartphones or feature phones? The associated RFP did not clarify, either. Are there any specifications around the amount of minutes, text or data that should be included?

Answer:
 We do not plan to claim E-Rate on the Data Plans or Air Cards, but we need phones that have the capability and they are listed below. If you are going to bid data plans or air cards you must provide separate pricing for data plans and air cards so we can back it out of your proposal.

 

It appears that the correct count for cell phones is 65, not 60.

Answer:
 Yes, the partnership requirement is removed; however, if you do not bid Aruba equipment and accessories, that you must provide documentation proving compatibility with existing Tomball ISD Aruba Wireless equipment.

Q: Will there be a pre bid meeting? If yes, what date/time? Thank you.

Answer:
 The district has decided against vendor meetings on site during the open bidding process.

Are all of these APs in one location and does cabling need to be run?

Answer:
 APs are located in multiple campuses and no cabling is needed.

Are they all in the same area? How far apart approximately are the campuses?

Answer:
 All campuses are within a 32 mile radius.  

I did not see a walk through for this E-Rate request, will there be a walk through planned?

Answer:
 We do not need a walkthrough at this time, because we know where the Access Points will be installed and no cabling is needed.

Will the 944 AP's requested in the Form 470 replace all APs within the entire district?

Answer:
 We are only replacing Access Points at our Intermediate and Elementary schools.  The rest of the district is already completed.

The Form 470 states "installation and configuration". Is Tomball looking for a vendor to provide a turnkey solution, such as cabling, installation and configuration?

Answer:
 We are just looking for the installation and configuration of the Access Points.  No cabling is needed.

Does the District have their own IP space or do they require IP Addresses?

Answer:
 We have internal ip addresses, but  our current ISP gives us external ip addresses.  

Are GBIC'S needed? How many 1 per switch? Are 10GB modules needed per switch?

Answer:
 Two 1Gb per switch

How many IP addresses does the District require?

Answer:
 We currently have 128 addresses, or a /25 subnet
