IFCB Requirements :
·         All Questions and Bids must be submitted using the on-line IFCB system. ·         Bidder must agree to participate in USF Program (AKA “E-rate”) for the corresponding funding year.
 
·         Please include the correct Service Provider Identification Number (SPIN) on your bid.
 
·         By submitting a bid, bidder certifies that the bidder does have a valid (non-red light status) SPIN for the E-rate program at the time of submission. Should the Applicant discover that the bidder is on red light status, or if the FCC classifies the bidder as on red-light status before work is performed and invoices are paid, the contract will be null and void and the applicant will have no payment obligations to the bidder.
 
·         Bidder is expected to provide the lowest corresponding price per E-rate rules.  See http://www.usac.org/sl/service-providers/step02/lowest-corresponding-price.aspx for details.
 
·         Contracts must not prohibit SPIN changes.
 
·         Bidder must agree to provide the Applicant the choice of discount methods (SPI or BEAR).
 
·         Bidder will be automatically disqualified if the District determines that the bidding company has offered any employee of the District any individual gift of more than $20 or gifts totaling more than $50 within a 12 month period.
 
·         All contracts awarded will be contingent upon E-rate funding and final board approval.  The applicant may choose to do all or part of the project upon funding notification.
 
·         All contracts awarded under this IFCB bidding process may be voluntarily renewed by the applicant, upon written notice to the provider, for five consecutive one year terms.
 
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding bundled data and voice plans, please identify the amount to be cost-allocated out for the ineligible data, text messaging functions or other bundled ineligible services.
 
·         E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. ·         SERVICE PROVIDERS ARE REQUIRED TO BID THE ENTIRE PROJECT A AND/OR PROJECT B.  BIDS FOR INDIVIDUAL COMPONENTS OF PROJECT A AND/OR PROJECT B WILL BE DISQUALIFIED.

Services and Equipment Requested :
UPDATE 2/4/16: A NEW 470 #160024593 HAS BEEN POSTED FOR CATEGORY TWO ONLY. THE BID AND QUESTION DEADLINES FOR THIS C2 PROJECT HAVE BEEN EXTENDED.

UPDATE 1/28/16: For all Category Two items listed on this IFCB we have opened the bid window again and encourage all vendors (including those that may have already submitted a bid) to submit their most cost-effective offer before the new deadline of 2/5/16. This bid window extension only applies to C2 items listed on this IFCB.

 

Local phone service – Approx 40 lines.   E-rate rules require applicants to evaluate the cost of eligible goods and services, and to cost-allocate out the amount for ineligible services from their funding request. If your company will be bidding local phone service, please identify the amount to be cost-allocated out for the ineligible services - DID lines, voice mail, caller ID, inside wire maintenance, 900 call blocking, or other bundled ineligible services.

Long distance service – Approx 51 lines

Hosted VOIP Phone Service – Applicant currently has service for 55 lines and needs to add an additional 17 lines.  Applicant’s current internet circuit supports their current VOIP service.  The area code and prefix for the buildings to receive service are (405) 381.  Please include separate pricing for any installation, activation, and/or initial configuration costs.  Please also include separate pricing for maintenance and technical support. 

WAN Connectivity – Five (5) 1GB bandwidth connections from the Hub Site, Elementary School, 206 SW 2nd to the following:
  • Intermediate Elementary School, 400 E Oak
  • Middle School, 402 E Oak
  • High School, 604 S. Cimarron Rd
  • Admin Building, 515 E Main Street
  • New High School, 300 N Cimarron Rd
Please include any installation, activation, and/or initial configuration charges for any of the above connections.  Please also include separate pricing for maintenance and technical support.  Bidders who are not eligible to provide OUSF support will be disqualified.

There is another document available for download that details the equipment the applicant wishes to purchase (Project A) and have maintained (Project B) for the new High School and the new Ag Building.  Construction has not yet started on either building but there are building plans for each available for download. 

Do NOT combine Projects on one bid – each project should be bid on separately.  Please include pricing for installation, activation, and/or initial configuration costs.  We would like for you to submit your bids in your normal format – a word/excel/PDF as you normally would (in addition to the required templates).  The winning vendor will be required to complete, for each school (and all shared equipment), the 2016 USAC C2 Templates when they become available.

 We have provided drawings/plans of the facility to be constructed, but the facility is not constructed at this time.

Answer:
 1)      We are open to other solutions and are requesting new bids.

2)      We can provide students/staff members with vouchers as guest, but no we are not currently planning a 1:1 environment.

3)      At this point no.

What brand access points are installed in the other buildings? Are you open to other brand for new building.

Answer:
 I’m not certain what the brand of the end points in the other buildings may be, but we are open to other brands.

 1)      Max distance is 315 Feet

What is the length of the CAT6 cables?

Answer:
 This is new building construction so we don't have the level of detail we would like to have. Please review our responses to other questions on this IFCB about distances from IDFs and MDFs. 

what type of Fiber Jumper you will need? Length? Example LC to SC Duplex 50 Micron OM3 1 meter

Answer:
 There will be a Main and Secondary Server Closet.  The maximum cable run distance from the Main Server Closet will be 315 feet both horizontal and vertical.  The Secondary server closet will have a maximum distance for cable runs of 130 feet both horizontal and vertical. 

The distance of the fiber run from the high school to the Ag Building is approximately 340 feet. I am unsure about the type of fiber jumper. 

Can you please confirm the type of hand off you would prefer on your WAN services. Thanks

Answer:
 This will be a new facility with an IT infrastructure built from the ground up.  The compatibility of the handoff will be pending the other equipment provided by the vendor responsible for running fiber, cabling, wireless access points. If you are just bidding the circuit, you may include leased equipment that meets the TN test. 

Does the Intermediate School already have WAN connectivity or is it connected to the Middle School?

Answer:
 The intermediate campus is connected to the middle school campus

Will there be any connection between the new Ag bldg and the new HS for the fiber connectivity? or will this have to be provided by winning Vendor and if so, what will be the distance between said buildings?

Answer:
 The connection will need to be provided by the vendor.  The distance will be 340 Feet.

Is the district asking for connectivity on the leased lit WAN for the Intermediate School, or is just going to remain connected to the Middle School as it is now, on self owned network??

Answer:
 The intermediate school will remain connected to the middle school.

Cabling - Do you require plenum cabling for the network drops and wireless access points? Cabling - Need to confirm that conduit will be provided by the building contractor for network drops in classrooms, offices, common areas, etc.? Switches – Previous question/answer had 462 data ports in main wiring closet and 50 in secondary closet. That is more than requested Cat6 cabling. It that just for growth? Switches – Previous question/answer has 2 wiring closets. There are 3 racks. Will 2 of the racks be in the same closet? Switches – Do you require stacking on the switches or just the capability? Wireless – Do you need an onsite controller based solution?
